About this file

This is a Memorandum for File documenting a synopsis waiver for a Defense Logistics Agency (DLA) solicitation. The memorandum, dated October 6, 2026, pertains to solicitation SPRTA1-26-Q-0044 for PR 26-00044 issued by DLA Weapons Support at Richmond, Virginia.

The synopsis waiver is granted based on three criteria established under FAR 5.101(b)(1): the contract value is not expected to exceed the simplified acquisition threshold; the solicitation will be published through Contract Opportunities (the GPE); and offerors will be permitted to respond electronically via email. The memorandum cites 41 USC Section 426's definition of electronic commerce to support the waiver determination. Logan M. Hurtz, M.S., Contract Specialist at DLA Weapons Support at Oklahoma City, approved the waiver, authorizing the Request for Proposal to proceed without formal synopsis publication while maintaining public access and electronic response capabilities.

MEMORANDUM FOR FILE

SUBJECT: Synopsis Waiver

Exception is taken to this requirement solicitation SPRTA1-26-Q-0044 for PR 26-00044 of the synopsis publicizing IAW with FAR 5.101(b)(1), exception:

(i) Is for an amount not expected to exceed the simplified acquisition threshold.

(ii) Will be made through a means that provides access to the notice of proposed contract action through the GPE.

(iii) Permits the public to respond to the solicitation electronically.

Electronic commerce is defined at 41 USC sec. 426 as electronic techniques for accomplishing business transactions, including electronic mail. Thus, provided the complete solicitation package is available through the GPE and offerors are permitted to respond electronically (i.e., email in this case), the proposed contract action would not need to be synopsized.

Therefore, synopsis is hereby waived as this acquisition is not expected to exceed the simplified acquisition threshold, request for proposal will be made through Contract Opportunities and the offerors will be able to respond electronically.
