About this file

This is a Memorandum for File documenting a synopsis waiver for a federal contract solicitation. The Defense Logistics Agency Weapons Support (Richmond) has waived the requirement to publish a synopsis for solicitation SPRTA1-26-Q-0043 (PR 26-00043), dated October 5th, 2026. The waiver is granted under Federal Acquisition Regulation (FAR) 5.101(b)(1) because the acquisition is not expected to exceed the simplified acquisition threshold. The complete solicitation package will be made available through the Government Point of Entry (GPE) via Contract Opportunities, and offerors will be permitted to submit proposals electronically via email. Contract Specialist Logan M. Hurtz from DLA Weapons Support at Oklahoma City approved the waiver, authorizing the procurement to proceed without public synopsis publication while maintaining electronic access and response capabilities.

MEMORANDUM FOR FILE

SUBJECT: Synopsis Waiver

Exception is taken to this requirement solicitation SPRTA1-26-Q-0043 for PR 26-00043 of the synopsis publicizing IAW with FAR 5.101(b)(1), exception:

(i) Is for an amount not expected to exceed the simplified acquisition threshold.

(ii) Will be made through a means that provides access to the notice of proposed contract action through the GPE.

(iii) Permits the public to respond to the solicitation electronically.

Electronic commerce is defined at 41 USC sec. 426 as electronic techniques for accomplishing business transactions, including electronic mail. Thus, provided the complete solicitation package is available through the GPE and offerors are permitted to respond electronically (i.e., email in this case), the proposed contract action would not need to be synopsized.

Therefore, synopsis is hereby waived as this acquisition is not expected to exceed the simplified acquisition threshold, request for proposal will be made through Contract Opportunities and the offerors will be able to respond electronically.
