RFP N3220526R6056 – Military Sealift Command Vessel Charter

This is a Request for Proposals issued by the Military Sealift Command (MSC) Strategic Sealift Program Support Office for a single firm-fixed-price vessel charter. The Government seeks proposals for one U.S. or foreign flag Roll On–Roll Off (RO-RO) vessel capable of transporting 39,716 square feet of cargo (helicopters, wheeled vehicles, and breakbulk) from Corpus Christi, Texas to Alexandroupolis, Greece. The vessel must have a length overall not exceeding 948 feet, a draft not exceeding 50 feet, a stern ramp door of at least 20 feet, and sufficient lashing gear and container ISO deck socket fittings. The available load date is 17 April 2026 with a latest arrival date of 14 May 2026; laytime is three days with SSHEX (Sundays, Saturdays, and holidays excepted) applying to the entire mission. Load and discharge terms are F.I.O.S.S. (free in and out, stowed and secured). Offerors must submit proposals by 13:00 Eastern Time on 4 March 2026, with valid submissions requiring at minimum a ship name, price, and signature. Proforma documents incorporating the MSC DRYVOY 2026 charter form are available upon request and define the complete terms and conditions of the resulting contract.

This procurement is conducted under FAR Part 12 simplified procedures. Required submissions include the vessel's Certificate of Documentation, a detailed stow plan with trim and stability calculations, a detailed itinerary confirming ability to meet laydays, and acknowledgment that the offeror warrants compliance with all solicitation requirements. The solicitation incorporates numerous FAR and DFARS clauses addressing small business utilization, service contract labor standards (with specified wage rates by crew position), equal opportunity, restrictions on certain foreign procurements, and prohibition on Kaspersky Lab and ByteDance covered products. Contractors are notified that the Red Sea, Bab al-Mandeb Straits, and Gulf of Aden are designated imminent danger pay locations, with MSC civil mariners receiving either $225 per month or $7.50 per day in those areas. Proposals are submitted to david.k.hamilton19.civ@us.navy.mil, and all notices, amendments, and awards will be posted exclusively to SAM.GOV. The Government reserves the option to extend service performance for up to six additional months at rates adjusted only for prevailing labor rate revisions, with notification to the contractor prior to vessel redelivery.
