This procurement is a FAR Part 12 acquisition being conducted under FAR 12.201-1 Simplified procedures. Per FAR 52.216-1, the Government contemplates award one firm-fixed-price contract resulting from this solicitation.
MSC Strategic Sealift Program Support Office, N103A, requests proposals for vessel(s) capable of meeting the transportation requirements described below. The paragraph numbers below apply to the box layout of references (a) and (b), which are incorporated herein by reference (available on the MSC web site at https://www.msc.usff.navy.mil, under “Business Opportunities”, select “Contracts”, then “Proforma”, or upon request), and shall be the charter form of any contract resulting from this solicitation. By submission of a proposal, the owner/offeror confirms agreement with all terms and conditions of this solicitation and the charter form, unless otherwise identified therein.
NOTES:

A. Itinerary: Provide vessel itinerary to include ports and dates (pre-delivery and execution of charter) in accordance with MSC DRYVOY Box 16.
B. Certificates: Provide most recent and complete copies (with endorsements) of the following documents:
1. Certificate of Documentation (COD) (tug and barge).
2. Certificate of Inspection (COI) (tug and barge).
3. DOT- Hazardous Materials Certificate of Registration.
4. International/ Domestic Load Line Certificate.
5. Towing Safety Management Systems (TSMS) or Safety Management System (SMS), if applicable. If not applicable, provide rationale.
6. Vessel Security Plan (VSP).
7. Letter of Variance, if applicable.
C. Stow Plan: Provide detailed stow plan, including vessel trim and stability values resulting from the proposed stow plan, using the provided packing list showing the barge’s ability to support the requirement. Proposed Stow plans shall be 49 CFR Part 176.170(e) compliant. Stow plan may be cross-checked in ICODES for feasibility - to include square footage, weight, trim, and stability issues.
D. Segregation: Contractor shall ensure segregation of all loaded munitions containers aboard the vessel in strict conformance of with all applicable regulations concerning the safe and proper loading and stowage of Arms, Ammunition, and Explosives (AA&E). Segregation of all commodities within the containers is the responsibility of the Government.
E. Self-Sustaining: If a vessel is offered, vessel must be equipped with a certified 20-foot spreader bar for each of its cranes.
F. Forklift: If a barge is offered, a container handling forklift (provided by the contractor) shall be designed in accordance with “American National Standard for Powered Industrial Trucks, Part II, ANSI B56.1-1969”, and meet one of the following designations “EE, EX, GS, LPS, D, and DS”, and shall be onboard the barge. The container handling forklift will position containers on the barge during upload and discharge operations.
G. Lashing Gear: Barge must be fully outfitted with container ISO deck socket fittings, semi-automatic twist locks, stackers, rods, turnbuckles, lashing gear, dunnage, and shifting boards in sufficient quantity to safely stow and secure cargo.
H. Fully Bunkered: Vessels shall be fully bunkered for the intended voyage.
