About this file

This document is a Military Sealift Command (MSC) Questions and Answers document for solicitation N3220526R6016, dated 31 October 2025. The document provides clarifications on four key areas: (1) Dynamic Positioning (DP-1) system certification requirements, which must be certified by a class society like ABS; (2) meal cost provisions for government personnel, specifying that meals for up to 20 supercargo are included in the contractor's fixed price, with reimbursement rates for additional personnel ($10 breakfast, $12 lunch, $19 dinner); (3) vessel subchapter requirements, indicating Subchapter T or L can apply depending on service, with many crew boats inspected under Subchapter T for vessels under 100 gross tons; and (4) confirmation that this is a follow-on requirement to the current contract N3220520C2258. The Q&A document emphasizes that these answers provide clarification and do not constitute an amendment to the solicitation.

QUESTIONS AND ANSWERS

31 October 2025

The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

1. What is MSC’s definition of “or equivalent” for the DP-1 requirement? Will MSC accept a statement from Owners certifying vessel positioning system is equivalent to DP-1? There are many vessels that can function as a DP-1 vessel; however, these positioning systems are not always certified by class. Allowing potential Owners to self-certify would increase the competition.

ANSWER: DP System must be certified by class society (ABS or another well-respected ship classification society of the same general quality).

2. Paragraph S(7) states “The cost of meals for the 20 embarked Government personnel meals shall be included in Govt’s fixed price.” Paragraph S(E) states “Breakfast shall be reimbursed at a not-to-exceed rate price of (US) $5.00 and lunch and dinner at a not to exceed price of (US) $12.50.” Please advise if meal costs for embarked Government personnel not permanently assigned to the vessel are reimbursable or not.

ANSWER: Amendment A0001 amends Special Time part I, Box 1 (s)(6), (s)(7), (s)(7)(d), and (s)(7)(e). Government personnel remaining on the vessel overnight are referred to as supercargo. Per Paragraph (S)(7), the cost of meals up to 20 government personnel to include supercargo shall be included in the contractor’s fixed price. Per Paragraph (S)(7)(E), the contractor shall provide galley prepared food service for additional government personnel (above 20) with 24-hour advance notice by the Government. Breakfast shall be reimbursed at a not-to-exceed price of $10.00, lunch $12.00, and dinner at a not to exceed price of $19.00.

The meals for prepared food service for additional government personnel (above 20) are reimbursable up to the not-to-exceed amounts above for breakfast, lunch, and dinner. For example, if meals are served to 25 government personnel, the cost for prepared food service for the first 20 government personnel is included in the contractor’s fixed price, and the remaining 5 government personnel’s prepared food service is reimbursable.

Please see Amendment A0001 that was posted on SAM.gov on 30 October 2025.

3. Please advise if offered vessel needs to be subchapter I.

ANSWER: Subchapter T or L can apply depending on service.

Most common subchapter is Subchapter T (\(46\) CFR Part \(175-187\)): This subchapter applies to small passenger vessels under 100 gross tons. Many crew boats are inspected and certified under Subchapter T because they carry more than six passengers for hire.

Subchapter L (\(46\) CFR Part \(125-146\)): This subchapter governs offshore supply vessels (OSVs). While many OSVs are larger, some crew transfer vessels, particularly modern ones serving the offshore wind industry, are certified under Subchapter L. The regulations may also be combined, with a crew boat being inspected under both Subchapters L and T.

4. Is subject RFP a new requirement or is there an incumbent? If Incumbent, can you please advise contact number?

ANSWER: Current contract number is N3220520C2258.
