About this file
This is a Sources Sought announcement issued by the Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, Florida for the upgrade of the Amphibious Boat Control Team Trainer (ABCTT) systems.
NAWCTSD intends to integrate Self-Defense System Simulator (SDSSIM) training capability into existing ABCTT systems located at two military installations: Expeditionary Warfare Training Group, Atlantic (EWTGLANT) at Joint Expeditionary Base Little Creek-Fort Story in Virginia Beach, Virginia, and Expeditionary Warfare Training Group, Pacific (EWTGPAC) at Naval Amphibious Base Coronado in San Diego, California. The primary scope involves modifying Buffalo Computer Graphics, Inc. (BCG) software to support an additional interface standard for controlling SDSSIM and modifying SDSSIM to interface with ABCTT while maintaining the existing Boat Control Simulator (BCS)-Amphibious Assault Direction System (AADS) message interface using IPv4 and IP multicasting. Work will be approximately 80 percent on-site at the contractor's facility and 20 percent on-site at government locations, with completion anticipated within 12 months from contract award, expected in September 2026.
Interested parties must submit written responses by email to Tina Ruscito (christina.r.ruscito.civ@us.navy.mil) and William Butterworth (william.l.butterworth2.civ@us.navy.mil) no later than 4:30 p.m. EST on July 29, 2026. Responses shall not exceed ten pages (8.5 x 11-inch, 10-point font, single-spaced, excluding spreadsheets, tables, and drawings) and must include sections on capabilities, experience, schedule, small business participation, and cost/rough order of magnitude. Respondents must provide company name, address, business size, CAGE number, and points of contact information. The applicable NAICS code is 334111 (Electronic Computer Manufacturing) with a 1,250-employee size standard, and the Product Service Code is 6910 (Training Aids). This announcement is for information purposes only and does not constitute a solicitation or commitment to award a contract.

SOURCES SOUGHT
FOR
AMPHIBIOUS BOAT CONTROL TEAM TRAINER (ABCTT)
UPGRADE
INTRODUCTION: The Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, FL intends to sole source the effort to upgrade the existing Amphibious Boat Control Team Trainer (ABCTT) systems with Self-Defense System Simulator (SDSSIM) training capability to Buffalo Computer Graphics, Inc. (BCG) (CAGE code 0AK34) of Buffalo, NY under the authority of 10 USC 2304 (c) (1) as implemented by FAR 6.302-1. BCG is the Original Equipment Manufacturer (OEM) that previously delivered ABCTT and is the only source with the requisite knowledge, experience, and technical expertise to provide this ABCTT upgrade, since BCG is the original designer, developer, and manufacturer of the ABCTT. The Government does not have and cannot provide data rights to any software components that would be necessary to perform this upgrade. In order to comply with PGI 206.302-1, the Government is seeking information on the availability of potential comparable sources to upgrade the existing ABCTT training systems capability located at the following locations to integrate SDSSIM training capability:
- Expeditionary Warfare Training Group, Pacific (EWTGPAC), Naval Amphibious Base (NAB) Coronado in San Diego, California (CA)
- Expeditionary Warfare Training Group, Atlantic (EWTGLANT), Joint Expeditionary Base Little Creek- Fort Story (JEBLCFS) in Virginia Beach, Virginia (VA)
Buffalo Computer Graphics (BCG) is the OEM that previously delivered ABCTT. ABCTT trains all amphibious control ship classes with the exception of the Ship Self-Defense System (SSDS) configured ships. ABCTT training trains each ship’s boat control teams consisting of at least eight team members to prepare them for ship evaluation and certification by Naval Beach Group (NBG) for participation in amphibious ship to shore (STS) operations during combat missions.
Based on the results of Front-End Analysis (FEA) for integration of the SDSSIM into the ABCTT, it has been determined that integration of ABCTT and the existing SDSSIM is required to allow EWTGLANT and EWTGPAC to train multiple ship classes at the same time is the most efficient approach to rapidly update training. SDSSIM is primarily Government-Off-The-Shelf software and commercial hardware training capability that was developed by NSWC Port Hueneme Division and supported by JSL Technologies. SDSSIM provides all the necessary emulated watch station consoles and instructor operator station to train SSDS class ships in a stand-alone configuration.
To support the results of the approved FEA, integration of these systems will provide a holistic cost-effective solution that supports all certifications, increases readiness and reduces risk through high fidelity training on current ship equipment could be provided by integrating SSDS Training Consoles, i.e., SDSSIM stations/consoles, into the ABCTT. Laboratory experience in ABCTT produces more effective and efficient underway certification periods by minimizing setup and wait times for each evolution and potentially reducing the number of costly at-sea remediation events with live craft services.
ANTICIPATED SCOPE OF EFFORT: The preponderance of this effort consist of modifying BCG software to support an additional interface standard to control SDSSIM, modify SDSSIM to support interface to ABCTT
PLACE OF PERFORMANCE: The preponderance of the effort can be completed at the contractor’s facility with installation, integration and final testing to be conducted at the trainer sites. The anticipated allocation of work among the places of performance is:
Location % On-Site Government % On-Site Contractor
EWTGLANT 20 80
EWTGPAC 20 80
PROGRAM BACKGROUND: NAWCTSD is designated as the training system acquisition agent for PMS-339 to contract for the task to accomplish this Baseline update on training device(s). Historically, similar effort had been negotiated and awarded under a sole source basis to BCG in order to accomplish the last trainer baseline updates of the ABCTT Trainers under contracts N6134017P0071 and N6134022P0013.
All work under the contract is estimated to be completed 12 months from the date of award which is anticipated in September 2026.
RESPONSE REQUIREMENTS: Responses by interested parties shall be written and should provide documentation on their firm’s capabilities, experience in similar updates, schedule, and cost/rough order of magnitude (ROM) to meet the requirements that demonstrates the ability to fulfill the trainer enhancements and tasks presented in this Sources Sought.
EXPERIENCE: Implementation of the ABCTT and SDSSIM configuration will require modifications to the curriculum, CBT, and ABCTT training devices while maintaining the existing Boat Control Simulator (BCS)- Amphibious Assault Direction System (AADS) message interface, namely Time and Position messages sent from the BSC to the AADS via an Ethernet network hardware interface using IPv4 and IP multicasting. The SDSSIM software needs to be changed, to receive and process scenario simulation time and position data, so that SDSSIM can participate in ABCTT training scenario simulations.
CAPABILITIES: Interested parties should provide a brief company introduction and details on the company/organization, including any potential teaming arrangements. Include information on program management, systems engineering, requirements management, risks, and software development plans and processes. Specifically address ability as it relates to obtaining the proprietary software licenses necessary to perform the integration. To successfully accomplish this effort, candidates must have experience and knowledge related to:
SCHEDULE: The Government anticipates the effort to require first delivery to be completed NLT 12 months after contract award. Companies should provide comments as to their likelihood of satisfying the requirements stated above.
SMALL BUSINESS PARTICIPATION: Responses from large corporations will discuss any potential participation by small, HUBZone, small disadvantaged, or woman owned small business concerns.
SIZE STATUS: The applicable NAICS code for this requirement is 334111 (Electronic Computer Manufacturing), size standard of 1,250 employees. The Product Service Code is 6910 (Training Aids).
Companies must identify their size status, the results of which will be utilized as guidance to determine any potential set-aside basis.
