About this file
This is a Notice of Intent to Sole Source, a pre-solicitation non-competitive synopsis issued by the Department of War Education Activity (DoDEA) for a firm-fixed-price purchase order.
DoDEA intends to award a sole-source contract to the State Educational Technology Directors Association (SETDA) for K-12 national organization membership services. The contract period extends five years from September 1, 2026, through August 31, 2031, consisting of one base year and four one-year option periods. The NAICS code is 813920 with a small business size standard of $23,500,000. SETDA will provide annual membership for up to ten DoDEA staff members, two complimentary registrations to the annual SETDA Leadership Summit, and industry-standard technical support for digital resources via telephone or email within one business day of initial contact. The sole-source justification asserts that SETDA is the only organization providing this specific combination of membership-based services focused exclusively on state-level education technology leadership and national K-12 digital learning policy, with no commercial entity offering equivalent access to SETDA's proprietary research, member-only policy guidance, collaborative working groups, and nationwide education technology leadership network.
Interested parties may submit responses by May 15, 2026, at 12:00 PM ET to London.thomas@dodea.edu and alim.koroma@dodea.edu, referencing solicitation number HE125426QE038. Responses must include unit price, list price, delivery period, prompt payment discount terms, F.O.B. point, Unique Entity Identifier, Taxpayer Identification Number, and business size certification. All offerors must maintain active registration in the System for Award Management (SAM). The Government retains sole discretion to determine whether to proceed on a non-competitive basis or conduct a competitive procurement based on responses received.

Notice of Intent to Sole Source Solicitation Number: HE125426QE054 Solicitation Type: Sole Source (Non-Competitive) Title: K-12 National Organization Membership NAICS / Size Standard: 813920 /$23,500,000
Introduction
THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL AND OPEN COMPETITION. The Department of War Education Activity (DoWEA) intends to negotiate and award a firm‑fixed‑price commercial services purchase order on a non‑competitive, sole‑source basis to the State Educational Technology Directors Association (SETDA) for membership services.
Background Information
DoDEA provides instructional programs designed to support student learning through the effective use of educational technology, digital resources, and data‑informed practices. To support this mission, DoWEA leverages national‑level collaboration, research, policy analysis, and leadership engagement related to education technology. Membership in the State Educational Technology Directors Association (SETDA) supports DoDEA’s ability to remain informed of emerging trends, evidence‑based practices, and policy developments in K‑12 digital learning environments, and to collaborate with state‑level education technology leaders across the United States.
Purpose and Objectives
The purpose of this purchase order is to ensure continuity of critical education technology leadership, collaboration, and policy support services. These services are necessary to prevent disruption to DoWEA’s ongoing access to national education technology research, policy guidance, and interagency collaboration, and to maintain operational continuity in support of students, educators, and leadership.
Period of Performance:
The period of performance shall be 5 years, from 1 September 2026 through 31 August 2031, consisting of one (1) base year and four (4) oneyear option periods.
Contractor Requirements
The contractor needs to provide the following:
• Membership in its organization with all the rights and privileges accorded to its other state-level educational technology leaders. Each year’s membership shall include (1) up to ten DoWEA staff members and (2) two complimentary registrations to the annual SETDA Leadership Summit.
• Industry-standard technical support for its digital resources for the life of the contract via telephone or email within one business day from the initial contact to include but not limited to assisting with service problems, product setup, upgrades, and troubleshooting.
Sole Source Justification
DoWEA requires access to national‑level education technology leadership, policy analysis, research, and collaborative forums to support strategic decision‑making across its globally dispersed K–12 school system.
Membership in the State Educational Technology Directors Association (SETDA) provides DoWEA with unique access to education technology policy resources, research briefs, national convenings, and direct collaboration with state‑level education technology leaders. These services are foundational to DoWEA’s mission to support effective digital learning environments, technology‑enabled instruction, cybersecurity awareness, and data‑informed instructional practices systemwide.
SETDA is the only organization that provides this specific combination of membership‑based services focused exclusively on state‑level education technology leadership and national K–12 digital learning policy.
No other commercial entity or professional association offers equivalent access to SETDA’s proprietary research, member‑only policy guidance, collaborative working groups, and nationwide education technology leadership network. As such, competition is not available for this requirement. Awarding this requirement on a sole‑source basis to SETDA is necessary to ensure continued access to these unique membership benefits and to support DoWEA’s ongoing education technology strategy in a manner consistent with operational needs and Federal acquisition requirements.
Regulatory Authority
This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Overhaul Part 12.102(a) For acquisitions valued at or below the simplified acquisition threshold (SAT), document the decision that only one source is available and the basis for the decision.
Additional Information

This acquisition is being conducted under the simplified commercial procedures under the FAR Part 12 Overhaul, therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable and the resultant award will include all applicable provisions and clauses in effect at time of award.
This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement and include: unit price, list price, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Unique Entity Identifier (UEI), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the http://www.sam.gov/ purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
