The solicitation number is HE125426QE052, classified under NAICS code 513130 with a small business size standard of 1,000 employees.
The contract is a 12-month bridge acquisition running from August 3, 2026, through August 2, 2027, intended to ensure continuity of instructional support services while the Government completes a required competitive acquisition for a follow-on contract. DoDEA requires off-the-shelf reading intervention resources for grades 6-12 students to supplement the core English language Arts/literacy program, along with a data collection and management tool. Notice of Intent to Sole Source Solicitation Number: HE125426QE052 Solicitation Type: Sole Source (Non-Competitive) Title: READ 180 Reading Intervention Program NAICS / Size Standard: 513130 /1000 employees
Introduction
THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL AND OPEN COMPETITION. The Department of War Education Activity (DoWEA), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Houghton Mifflin Harcourt Pub.
Background Information
DoDEA provides instructional programs designed to support student learning through the use of high‑quality, evidence‑based educational resources and technologies. To support mathematics instruction, DoDEA utilizes digital intervention solutions that complement existing curriculum and instructional practices rather than replace them. These interventions are intended to enhance instructional effectiveness, address targeted learning needs, and support educators in delivering differentiated instruction within the classroom environment.
Purpose and Objectives
The purpose of this bridge contract is to ensure continuity of critical instructional support services while the Government completes a required competitive acquisition for the follow-on requirement. These services are necessary to prevent disruption to ongoing instructional programs and to maintain operational continuity for students and educators.
Period of Performance:
The period of performance shall be for 12 months, August 3, 2026 – August 2, 2027.
Contractor Requirements
The contractor needs to provide the following:
• (1) 100% digital,
• (2) correlated to the College and Career Ready Standards for Literacy (CCRS-Literacy)
• (3) grounded in research-based best practices.
The solution must be fully digital, commercially available, and intended to enhance existing instructional programs rather than replace them.
Sole Source Justification
DoWEA requires (1) off-the-shelf reading intervention resources for use with grades 6-12 students to supplement the core English language Arts (ELA)/literacy program and a data collection and management tool. DoWEA requires an intensive literacy intervention program (individual, small group and/or whole group instruction to meet student needs) with the goal of building reading proficiency levels from below grade level to the expected grade-level performance for striving readers. The program must provide explicit, systematic interactive instruction between the teacher and student designed to accelerate learning to the expected end-of-year independent reading proficiency levels. Intervention resources must support students in acquiring and/or sharpening the requisite skills they need to increase their reading capacity and motivation to read. A component of the intensive literacy intervention program that DoDEA selects will include developing oral language skills.
The estimated number of students requiring reading intervention and the corresponding number of teachers (i.e., reading specialists) providing instruction are as follows 2260 Enrollments and 97 Reading Specialists which are based on 2025-26 school year data. Houghton Mifflin Harcourt Pub. is the incumbent provider of DoWEA’s digital Reading intervention resources and is uniquely positioned to ensure uninterrupted continuation of services during the bridge period. DoDEA’s educators and students currently rely on Houghton Mifflin Harcourt Pub. proprietary instructional programs, assessments, and data analytics that are fully integrated into existing instructional workflows and decision-making processes. The contractor’s platform contains historical student performance data, diagnostic results, and instructional recommendations that cannot be transferred to another provider without significant disruption and data loss. Maintaining continuity with Houghton Mifflin Harcourt Pub. during the bridge period ensures seamless access to these proprietary tools and services, avoids retraining and reimplementation costs, and supports uninterrupted instructional planning and intervention for students and educators systemwide.
