Sole Source Justification
DoDEA requires continued access to professional learning resources aligned with the International Society for Technology in Education (ISTE) standards. These standards serve as the nationally recognized benchmark for effective technology integration in K-12 education. DoDEA formally adopted the standards in 2017 as the foundation for its digital learning strategy. Maintaining alignment with the ISTE Standards remains essential for strengthening classroom instruction through the purposeful and effective use of technology. An ISTE membership provides DoDEA educators access to high-quality professional learning and resources that support both professional growth and classroom practice. These resources include topic guides and webinars on topics such as artificial intelligence (AI), computer science, and digital citizenship. Educators also gain entry to ISTE Connect, a professional learning network platform and digital community that links them with professionals in K-12 education. Additionally, ISTE membership includes access to resources from the Association for Supervision and Curriculum Development (ASCD), offering support and professional learning in areas such as pedagogy, curriculum, and school leadership. Roger Merger Corporation, Inc. is the sole authorized provider, the only organization exclusively focused on implementing ISTE standards for both students and educators. ISTE standards are proprietary and controlled by ISTE. All ISTE+ASCD memberships, ISTELive registrations, and ISTE U course enrollments are proprietary in nature and there are no authorized third-party resellers, distributors, or agents empowered to sell these specific services. Their proprietary services include the following 1. Membership that grants exclusive access to a curated ecosystem of evidence based resources. 2. Proprietary event experience featuring exclusive content, keynote speakers, and hands on playgrounds that are unavailable through any other conference organizer. 3. ISTE U Online courses that are developed using a proprietary instructional design model. The content and curriculum are unique to the ISTE+ASCD ecosystem.
