About this file
This is a Department of the Air Force Justification for Other Than Full and Open Competition (J&A) dated March 16, 2026, for a sole source acquisition valued under $10 million. The contracting activity is the 509th Contracting Squadron at Whiteman Air Force Base, Missouri, under the Air Force Global Strike Command (AFGSC).
The requirement is for service and maintenance of a Supervisory Control and Data Acquisition (SCADA) system currently installed at Whiteman AFB for a base year plus four option years. The SCADA system monitors and controls the Waste Water Treatment Plant, Water Plant, Electrical Generators, Transfer Switches, Electrical Systems, and Fire Suppression System. HSQ Technology is identified as the sole responsible source because it is the manufacturer and proprietor of the proprietary software and associated hardware comprising the current system. The justification notes that converting to full and open competition would require reconstructing the entire infrastructure, including upgrading 69 remote field RTU/PLC panels and replacing all existing monitors, laptops, network switches, routers, radios, Oracle Dell Server, UPS units, and modems at an estimated cost of $7 million. Authority for the sole source procurement is cited under 10 U.S.C. 3204(a)(1). Market research, including a sources sought posted on SAM on August 15, 2025, yielded 10 responses, all requiring either full system replacement or teaming with HSQ Technology. HSQ Technology confirmed via email on February 19, 2026, that no other entities are certified to service its software. A synopsis will be posted in accordance with contracting regulations, and the Contracting Officer is responsible for determining that the contract price is fair and reasonable.

I. Agency and Contracting Activity (RFO 6.104-1(a)(1)):
Agency: AFGSC Contracting Activity: 509th Contracting Squadron, 660 Tenth Street Suite 222, Whiteman AFB MO 65305
II. Nature and/or description of the action being approved (RFO 6.104-1(a)(2)):
The action to be processed is justification for the use of other than full and open competition due to the availability of only one responsible source. In this particular acquisition, HSQ Technology is the sole manufacture and proprietor of their software and systems. This software and system monitors and controls the Waste Water Treatment Plant, Water Plant, Electrical Generators, Transfer Switches, Electrical Systems, and Fire Suppression System to ensure that all of the services are running within the correct parameters. In order to solicit this requirement under Full and Open Competition, the entire infrastructure in which this system utilizes would need to be reconstructed including the upgrade of 69 remote field RTU/PLC panels as well as all existing monitors, laptops, network switches, routers, radio, Oracle Dell Server, UPS's, and modems. Doing so would cost up to an estimated $7M.
III. Description of supplies/services required to meet agency needs (RFO 6.104-1(a)(3)):
This requirement is to provide service and maintenance for the Supervisory Control and Data Acquisition (SCADA) System which is currently installed at Whiteman AFB in accordance with the Statement of Work. The SCADA system monitors and controls the Waste Water Treatment Plant, Water Plant, Electrical Generators, Transfer Switches, Electrical Systems, and Fire Suppression System. This is a service for a base year and four (4) option years.
IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):
10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.
V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):
This system must be serviced by HSQ Technology due to its proprietary nature. HSQ Technology is the only company trained to service and install their proprietary software and associated hardware. All of the software and a majority of the internal hardware for the current SCADA system is created by HSQ Technology and can only be maintained by this contractor. HSQ Technology has been selected for this service for several reasons: Whiteman AFB has a full complement of HSQ Technology systems and HSQ has proprietary rights to all software and associated hardware. Purchasing services through HSQ Technology will guarantee system performance, reliability, and security. Purchasing this service under Full and Open Competition would cause significant hardship to the Government and the internal systems that utilize the current SCADA system.
VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1(a)(6), (8), and (10)):
Our agency contacted HSQ to verify if any other entities are certified to work on the company's software. Gus Jimenez, Vice President and Chief Operations Officer for HSQ, responded to our agency on 19 February 2026 by stating, "No there is not."
See "Email-Proprietary System."
HSQ also provided a sole source letter in August 2025 stating that HSQ, as the manufacturer, is the only authorized company that supports the hardware and software for both MISER SCADA System and the RTUs along with MISER SCADA Client Software and XView for Windows." See "HSQ_Whiteman AFB Sole Source_082025".
March 2026 Page 3 of 3March 2026 Page 3 of 3
A sources sought was posted on System for Award Management (SAM) on 15 August 2025 for an upgrade to the SCADA system, resulting in 10 responses. All responses were for a full replacement of the SCADA system or needing to team with HSQ Technology. HSQ Technology only allows their trained personnel to utilize the system. No other system or company can integrate, modify, change or upgrade software.
CO has concluded that no other vendor will be considered for this procurement. Until the Government changes the entire SCADA system, there is no indication that a different vendor can provide this requirement. A synopsis will be posted IAW RFO 5.101(c)(4)(vii).
VII. Determination of Fair and Reasonable Cost (RFO 6.104-1(a)(7)):
The Contracting Officer is responsible for evaluating, determining, and documenting the anticipated contract cost/price is fair and reasonable in accordance with RFO Subpart 15.4, Contract Pricing.
VIII. Any Other Facts Supporting the Justification (RFO 6.104-1(a)(9)):
Market research conducted confirmed that no other companies can provide the requested software and maintenance for the HSQ Technology software and systems.
IX. Actions to Overcome Barriers to Competition (RFO 6.104-1(a)(11):
HSQ Technology is the only vendor that can satisfy the requirement at this time. When and if, HSQ decides to release proprietary rights for other vendors to maintain their systems then competition barriers will be removed.
