About this file
This is a Determination & Findings (D&F) document for a sole-source contract award justification. The Air Force Research Laboratory (AFRL) at Robins Air Force Base is seeking to procure Radio Systems from FlexRadio, Inc. under a new Firm Fixed Price (FFP) contract. The acquisition combines requirements from two different end users into a single purchase and contract action to minimize duplication of effort.
The sole-source justification is based on RFO 12.102(a) for Commercial Products and Services, citing that only one source is available. Specifically, the Government has determined FlexRadio, Inc. to be the sole manufacturer and provider of the required Wideband High Frequency (HF) Software Defined Radio (SDR) Communications System. The justification applies to multiple part numbers: MLS-9601, 9600-PTSL, 9600-WPKT, ML-1SSL, ML-9600X, SHMST-600, 9600-WPKT, and 9600-WDPK-S. The Government requires these specific FlexRadio-branded systems to ensure compatibility and connectivity with existing infrastructure already comprised of FlexRadio equipment. Additionally, one entity is targeted as a potential transition partner and will transition to ML-9600X Wideband HF Transceivers, making procurement of this exact model necessary for testing purposes prior to transition. FlexRadio, Inc. does not maintain a reseller network, further supporting the sole-source determination. The Contracting Officer is the approval authority for this determination.
