About this file
Summary of Request for Quote – Custom Test Cabinet
This is a Request for Quote (RFQ) for the procurement of one (1) Complete Custom Test Cabinet using Low Price Technically Acceptable (LPTA) evaluation criteria. The solicitation requires a firm fixed price contract awarded through Simplified Acquisition Procedures with delivery required within 12 weeks after contract date.
The evaluation process consists of three phases: responsiveness, technical acceptance, and pricing. Quoters must submit a signed SF 1449 (all pages 1-30), pricing for each CLIN, a completed Quoter's Proposed Delivery Schedule, product literature or capabilities document, and completed Compliance and Technical Acceptance Evaluation Matrices. Technically acceptable responses must meet three go/no-go factors: (1) Technical Approach—demonstrating how the vendor will provide the cabinet per specifications through product literature evaluated against a detailed compliance matrix covering multiple bays of equipment; (2) Delivery—confirming ability to meet the 12-week delivery requirement; and (3) Past Performance—evaluated via the Supplier Performance Risk System (SPRS) Summary Report, Supplier Risk Report, and Item/Price Risk Report, with ratings of yellow or red considered unacceptable. Quoters with no past performance scores are evaluated as neutral. Award will be made to the lowest-priced vendor among technically acceptable quoters. The solicitation is restricted to 100% total small businesses with current, non-excluded SAM.gov accounts. The specification attachments detail component requirements across multiple equipment bays including 36U and 15U vertical frames, mounting rails, doors, panels, fans, casters, and joining hardware, with all powder coat finishes specified as Brand Name or equal in Hi-Tech Gray or Black textured finishes.
