About this file

This is a proposal evaluation factors document (Annex B) for a Request for Quote (RFQ) solicitation issued by the Department of the Navy Naval Supply Systems Command for Local Exchange Carrier (LEC) services in Meridian, Mississippi. The evaluation criteria establish 15 technical requirements that contractor proposals must address to be considered acceptable. Key requirements include demonstrating capability to support 2-way service calls with sequential hunt patterns, configuring primary and backup D-channel signaling at each location, and providing Automatic Number Identification for Caller ID functionality. Contractors must also identify their ability to implement Extended Super Frame (ESF) configurations with Binary 8-Zero substitution coding and terminate Digital Signal Interconnect (DSX) Panel applications, as well as confirm ISDN PRI trunking for secondary synchronization to the telephone-switching platform.

Additional evaluation criteria require contractors to demonstrate compliance with D-Channel signaling specifications, identify methods for long-distance service at standards equivalent to or exceeding NETWORX, and establish procedures to prevent unauthorized third-party recurring charges. The proposal must address 24/7 network assistance and support operations with a designated single point of contact, confirm access to 911 emergency services through local city providers, and detail procedures for service restoration during minor, major, and catastrophic incidents. Contractors must specify technician qualification levels, confirm adherence to International Telecommunications Union (ITU) and American National Standards Institute (ANSI) standards, and acknowledge responsibility for administrative support including diagnostic reports, traffic studies, and inventory management.
