About this file

This is a Price Schedule Exhibit (Exhibit B) for Connecticut's Department of Correction cook-chill bags contract, solicitation number 26PSX0151, which is a rebid of the previous solicitation 26PSX0089. The contract covers the furnishing and delivery of one-gallon and two-gallon cook-chill bags for correctional food service operations. Bidders must provide pricing for an estimated annual quantity of 75,000 one-gallon bags and 125,000 two-gallon bags. The price schedule requires bidders to specify pack sizes (with a standard of 500 bags per case), manufacturer names and numbers, and delivery timelines in calendar days after receipt of order. Approved equal products must be accompanied by manufacturer specifications submitted with the bid, and all samples must be provided at no cost to the State and mailed prior to bid opening.

Pricing must include all costs associated with providing the bags and must be entered only in designated cells within the schedule. Prices remain firm for one year from the contract effective date. After the first year, contractors may request one price adjustment annually during the 30-day period preceding each anniversary date, with adjustments based on the percentage change in the U.S. Producer Price Index for Plastic Packaging Materials as published by the Bureau of Labor Statistics. The Connecticut Department of Administrative Services (DAS Procurement) reserves the sole right to approve, negotiate, or reject any price adjustment request. Approved price increases take effect no sooner than 10 calendar days after approval, and contractors must honor all purchase orders issued before the effective date at the previously established prices. Failure to submit timely adjustment requests results in the forfeiture of that year's increase opportunity.

Price Adjustment Price Adjustment

1. Prices listed in Exhibit B- Price Schedule shall remain firm for one (1) year of the Contract from the date of the Contract Effective Date. The Contractor may submit a written request for a price adjustment only during the thirty (30) days precedig the annual anniversary dates of the Effective Date of the Contract during the Term.

2. After the first year, the Contractor may request one price adjustment annually. Each adjustment shall be based on the percentage change in the U.S. Producer Price Index (PPI) for Plastic Packaging Materials, as published by the U.S. Bureau of Labor Statistics. The change will be measured from the PPI in effect at the time of Contract award to the most recently published PPI when the request is submitted. Each request must include documentation supporting the requested adjustment and showing the applicable percentage change in the PPI.

3. DAS Procurement reserves the sole right to approve, negotiate, or reject any price adjustment request, in whole or in part, at its discretion. Approved adjustments may result in either increases or decreases to Contract pricing.

4. All requests for price adjustments must be submitted directly to DAS Procurement. Requests sent to a Client Agency are invalid, and will be treated as if no request was made, and will not extend the 30‑day submission window. If a Contractor does not submit a timely request, the Contractor’s right to request a price increase for that year will lapse, and current pricing will remain in effect for the next 12 months until the next eligible adjustment period.

5. If DAS approves a price increase, it will take effect no sooner than 10 calendar days after the approval date. The Contractor must honor all purchase orders issued before the Effective Date of an approved increase at the prices in effect when those orders were issued.
