About this file
Addendum 1 to ITB 26PSX0012, issued by the State of Connecticut Department of Administrative Services Procurement Division on February 25, 2026, modifies the Yellow and White Pavement Marking Paint solicitation for the Connecticut Department of Transportation and other state agencies and political subdivisions. The addendum provides clarifications on product specifications and estimated annual purchase quantities: fast drying waterborne pavement marking paint in 250-gallon recyclable totes (3-minute dry time) with approximately 4,100 gallons each of yellow and white paint; and 15-minute dry waterborne pavement marking paint in 5-gallon pails on disposable pallets with tiered quantity breaks, including approximately 2,000 gallons each of yellow and white paint for the 25-100 pail quantity tier. Phase 1 responses without pricing are due by March 5, 2026 at 2:00 PM EST, with Phase 2 reverse auction pricing scheduled for March 11, 2026 at 11:00 AM EST through the EASiBuy platform. The contract will have an initial three-year term with potential extension options at the discretion of DAS.
Key clarifications in this addendum address container requirements and procurement procedures. Only recyclable totes meeting Federal DOT specifications will be accepted; the state is not implementing a tote recycling program and will not accept single-use disposable intermediate bulk containers or request tote samples for pre-approval. Respondents should reference the incumbent contract 20PSX0011, accessible on the CTsource Contract Board, for historical pricing information and contract structure. Contractors participating in the reverse auction must pay a one percent transaction fee based on final purchase price, with an additional three percent processing fee if using credit card payment methods. Annual price adjustment requests are permitted within thirty days preceding each contract anniversary date if supported by market data such as the Producer Price Index for Paint and Coating Manufacturing, provided adjustments align with manufacturer and market trends.
