About this file
This document is an Evaluation Criteria Scorecard for a high-dosage math tutoring services solicitation by the Massachusetts Department of Elementary and Secondary Education, targeting K-12 schools across the state. The solicitation seeks a vendor capable of establishing relationships with educational organizations to deliver math tutoring services beginning in September 2025, with a comprehensive evaluation process that assesses bidders across seven key criteria including supplier diversity, organizational experience, program design, instructional quality, student impact, and cost-effectiveness.
The scorecard outlines a detailed scoring methodology where bidders must first meet three required qualifications: demonstrating capacity to work with schools, experience deploying math tutoring programs, and alignment with Massachusetts Mathematics Curriculum Frameworks or Common Core State Standards. The total possible points are 100, with multipliers applied to different evaluation categories, and preferred qualifications include commitment to student data privacy, tutor training in cultural competence and anti-racism practices, and capability to serve students with varying English language development levels. The solicitation appears to be focused on selecting a high-quality math tutoring provider with a robust, comprehensive approach to supporting student learning across diverse educational settings.
