About this file

This solicitation specifications document from the State of South Dakota Office of Procurement Management (SDOPM) seeks an annual contract for Global Positioning System (GPS) equipment utilizing vendor catalogs to provide discounted pricing for individual items and volume purchases. The contract encompasses a full-line product offering including receivers, radios, controls, software, warranties, and accessories such as antennas, power supplies, mounts, adapters, cases, backpacks, and miscellaneous items. Vendors must submit a current-year published catalog (preferably 2025 or 2026) indicating the price list number and date, along with a completed Excel spreadsheet detailing customer pricing for highlighted green columns. The State currently purchases GPS equipment from Seco, Juniper, and Trimble manufacturers. Awards may be made to multiple vendors, with each manufacturer potentially receiving an award, though if multiple vendors submit the same manufacturer, the vendor offering the best price including discount shall be awarded. The awarded vendor may update the catalog throughout the contract term with new products and discontinued items, subject to Office of Procurement Management approval.

Vendors must state in their electronic bid the percentage discount being provided against the retail price list and submit the discount pricing for their full-line catalog in the required Excel template. All products and equipment must carry a minimum industry standard manufacturer's warranty including parts and labor, and the successful vendor must agree to assist the State of South Dakota where necessary. SDOPM reserves the right to award single items, groups of items, or the total bid; reject any and all bids in whole or in part; waive technical irregularities if in the State's best interests; and consider past performance in evaluation. The solicitation will be awarded on an all-or-none basis to responsive vendors, and SDOPM may reject all bids and re-advertise if no bids are satisfactory or if collusion is suspected.

SOLICITATION SPECIFICATIONS

• This is to provide an annual contract for Global Positioning System Equipment (GPS) utilizing the vendors catalog to provide a discounted price for individual items and or volume purchases.

• Vendors must state in the electronic bid the percentage discount being provided against the retail price list.

• Vendor customer pricing (discounted pricing), of their full-line catalog, must be submitted in the Excel spreadsheet, “GPS Upload Catalog Template”, that is attached to the IFB.

• Vendor will need to provide information in columns that are highlighted green in the Excel spreadsheet.

• Completed Excel spreadsheet must be uploaded with electronic bid.

• Products will include but not limited to receivers, radios, controls, software, warranties, and accessories such as: antennas, power supplies, mounts, adaptors cases/backpacks and misc. accessories.

• A published current year (preferably 2025 or 2026) full-line catalog should be submitted by the time of opening. The full-line catalog must indicate the published catalog price list number and date. Although beneficial, it is not mandatory to have it reflect your customer pricing bid response.

EVALUATION

This IFB will be awarded all or none to vendors who are responsive to the IFB. Awards may be made for each manufacturer of product submitted. If more than one vendor submits the same manufacturer, the vendor with the best price, including the discount, shall be awarded.

SDOPM may reject any and all bids and re-advertise for bids if none of the bids are satisfactory, or if the SDOPM believes an agreement has been entered into by the bidders to prevent competition. If the low bidder is not responsible or the bid is not made in accordance with the requirements SDCL 5-18A and 5-18D or the low bid is withdrawn as authorized by law, the bid of the next lowest responsible and responsive bidder may be accepted. SDOPM reserves the right to award single items, groups of items or total bid; to reject any and all bids in whole or in part; to waive technical irregularities, if the best interests of the State will be served and to give reasonable consideration to past performance.
