About this file

This is a Purchase Description document for a Metrology Grade Oscilloscope to be procured by the Air Force Metrology and Calibration (AFMETCAL) program. The Air Force seeks to establish a standardized oscilloscope across all Precision Measurement Equipment Laboratories (PMELs) to support Technical Orders authoring, improve field inventory visibility, and ensure consistent bench setups and operator training. The instrument must be a benchtop unit approximately 15" x 8" x 6" with a minimum 10-inch high-resolution color multi-touch display and physical control knobs, equipped with a passive voltage probe.

The oscilloscope must meet rigorous performance specifications including 2 or 4 input channels, 1.5-2 GHz bandwidth, 12-bit native resolution (16-bit in high-res mode), 5-10 GS/s sample rate, 50 ps/div to 1,000s/div timebase range, and ±5 ppm timebase accuracy. The instrument requires IEEE-488.2 (GPIB), Gigabit Ethernet (LXI Core compliant), and USB 3.0/USB-TMC connectivity; full programmability for automated calibration; and cursor readout capabilities for DV, DT, percentage ratio, phase, and FFT dB units. The oscilloscope must operate within 23°C ±2°C and 20-70% relative humidity, with universal AC input (100-240 VAC, 47-63 Hz). A minimum three-year parts, labor, and factory support warranty with seven-year spare parts availability is required. Documentation must include operator manual, service manual with full calibration procedures, and programming manual in searchable PDF format. The instrument shall be delivered with an ISO/IEC 17025 accredited Certificate of Calibration traceable to the Air Force Primary Standards Laboratory or NIST. No specific response date, award date, or pricing information is provided in this purchase description.

DIRECTORATE OF METROLOGY

PURCHASE DESCRIPTION

FOR

Metrology Grade Oscilloscope

1.0 SCOPE: The Air Force Metrology and Calibration (AFMETCAL) program office requires the procurement of a highly accurate, standardized Oscilloscope to establish a consistent technical baseline across all Precision Measurement Equipment Laboratories (PMELs). Establishing this standard will directly support the authoring of Technical Orders (TOs) by enabling engineers to reference a single, reliable model for equipment requirements. Historically, PMELs have independently procured oscilloscopes categorized as Test, Measurement, and Diagnostic Equipment (TMDE). This decentralized approach has limited AFMETCAL’s visibility into field inventory, complicating TO development and supportability. Standardizing this hardware across both PMEL field units and the AFMETCAL engineering lab will ensure seamless technical alignment, simplify operator training, and guarantee identical bench setups.
