About this file

This is a Request for Interest (RFI) issued by the California Commission on Teacher Credentialing (CTC) to solicit information from interested agencies regarding the development of a new Commission Teaching Performance Assessment model. The RFI invites respondents with relevant expertise in performance assessment design, educator preparation, assessment administration, scoring, technology platforms, reporting, training, and statewide implementation to participate in discussions with the Commission. The proposed assessment model will be embedded in educator preparation programs, organized around an instructional cycle, modular in design, and adaptable across multiple credential areas including Multiple Subject Teaching, Single Subject Teaching, PK-3 Early Childhood Education Specialist Instruction, and various Education Specialist credentials. The model is intended to support both developmental feedback and formal readiness determinations while maintaining assessment integrity safeguards. Responses must be submitted via email to alice.cho@ctc.ca.gov with the subject line "Commission Teaching Performance Assessment RFI" no later than Monday, August 31, 2026. Respondents must include their organization name, primary contact information, description of relevant experience and qualifications, and a brief statement of interest in working with CTC.

This RFI is for information gathering and market research purposes only and does not constitute a solicitation, request for proposal, offer to contract, or commitment by the Commission to enter into an agreement with any respondent. The development of the new Teaching Performance Assessment model is mandated by California Education Code section 44320.2, which requires educator preparation programs to include a teaching performance assessment aligned with the California Standards for the Teaching Profession. The fully developed model is expected to be supported by secure technology, calibrated scoring mechanisms, useful reporting capabilities, candidate and program supports, and appropriate assessment integrity safeguards. Respondents are directed to review the April 2026 Commission Agenda Item 3B regarding Design Specifications for a Commission Model Teaching Performance Assessment and Commission-approved Performance Assessment Design Standards, including guidance related to artificial intelligence use.

BACKGROUND

California Education Code section 44320.2 requires educator preparation programs to include a teaching performance assessment aligned with the California Standards for the Teaching Profession and congruent with state content and performance standards for pupils adopted by the State Board of Education.

For credential areas subject to the teaching performance assessment requirement, candidates must take and pass a teaching performance assessment, in addition to meeting all other applicable program and credential requirements. As required in statute, the Commission has developed and maintains a Commission model teaching performance assessment that approved educator preparation programs may elect to use.
