Summary of Request for Bid for Alum Applications at Silver Lake
This is a Request for Bid (RFB) document issued by the Iowa Department of Natural Resources (DNR) for alum treatment services at Silver Lake located in Delaware County, Iowa. The DNR seeks to procure services for two aluminum sulfate and sodium aluminate applications designed to reduce phosphorus concentrations in the lake and mitigate algal bloom frequency and intensity. The specific deliverables include the furnishing, delivery, storage, and application of liquid aluminum sulfate and sodium aluminate across two treatment zones. For the North Zone covering 13.6 acres, the contractor must apply 722 gallons per acre of aluminum sulfate and 357 gallons per acre of sodium aluminate in each spring treatment, totaling 9,848 gallons of aluminum sulfate and 4,874 gallons of sodium aluminate. For the South Zone covering 14.3 acres, the contractor must apply 381 gallons per acre of aluminum sulfate and 189 gallons per acre of sodium aluminate, totaling 5,452 gallons of aluminum sulfate and 2,698 gallons of sodium aluminate per treatment. Written questions and requests for clarification were due on January 26, 2026, at 11:59 PM, with the DNR's written responses provided by January 27, 2026, at 4:30 PM. Bids are due on February 4, 2026, at 9:00 AM CST through the IMPACS bidding platform. The Notice of Intent to Award is anticipated for February 5, 2026, with contract execution targeted for February 16, 2026. The contract term is 15 months with one possible annual extension, beginning March 1, 2026, and ending June 30, 2027, with the first application to occur between April 1 and May 15, 2026, and the second between April 1 and May 15, 2027.
The RFB specifies that award will be made to the lowest responsible bidder based on price compliance with all RFB requirements. Bidders must maintain insurance coverage including general liability with a $1 million occurrence limit and $2 million aggregate, automobile liability with $1 million combined single limit, and workers compensation as required by Iowa law. The contractor must submit a detailed workplan prior to commencing work that includes spill prevention and contingency plans, application details, certificates confirming materials meet specification requirements, lot testing results, daily jar test results, real-time pH testing and monitoring plans, and GPS coordinates with application rates and amounts. Chemicals must meet American Water Works Association standards: aluminum sulfate must contain approximately 4.4% aluminum by weight, and sodium aluminate must contain approximately 10.4% aluminum by weight. Application is prohibited under unfavorable conditions including water levels that are too low, wind speeds exceeding 20 miles per hour, lake water temperatures below 45 degrees Fahrenheit, significant precipitation events exceeding 0.5 inches in 24 hours, or thunder and lightning within a 10-mile radius. The contractor bears all costs for bid preparation, mobilization and demobilization, site restoration, safety compliance, and closeout procedures, with no additional compensation provided for items not specifically itemized but necessary for project completion. The project is based on a 2020 feasibility study by Shive Hattery and Limnotech that identified alum application as the most cost-effective restoration alternative, with sediment core samples collected in late 2025 confirming precise dosing requirements; final application rates may vary up to 10 percent prior to treatment pending January 2026 sediment core analysis results.

1.3 Background Information
This RFB is designed to provide Bidders with the information necessary for the preparation of competitive Bids. The RFB process is for the DNR’s benefit and is intended to provide the DNR with competitive information to assist in the selection process. It is not intended to be comprehensive. Each Bidder is responsible for determining all factors necessary for submission of a comprehensive Bid.
High nutrient loading in Iowa lakes, particularly from phosphorus, has accelerated eutrophication and subsequently degraded water quality, impaired ecological health, and reduced recreational opportunities. As a result, many Iowa lakes experience frequent and widespread algal blooms, diminished water clarity, unpleasant odors, oxygen depletion, and fish kills, which have become common occurrences during the open-water season.
The Lake Restoration Program (LRP) has been working to develop new tools for managing phosphorus in lakes over the past five years, particularly those that are effective at treating internal phosphorus recycling. The LRP first worked with researchers from Iowa State University and the University of Wisconsin – Madison to better understand mechanisms for internal loading in Iowa Lakes (2020-2023 study) and develop strategies for managing different pathways of internal loading.
In 2020, the LRP hired Shive Hattery and Limnotech to investigate restoration alternatives at Silver Lake, a small natural lake located in Delaware County, including a dredging feasibility study and modelling effort to show how different restoration practices (including an alum application) would reduce phosphorus concentrations in the lake.
As a part of this study, sediment cores were collected from the lake bottom to estimate the portion of the total phosphorus load that was attributed to internal loading. Additionally, a watershed model was utilized to determine the amount of phosphorus coming to the lake from the watershed. Silver Lake is a high priority for restoration, and the LRP has been working with the local community over 10 years to stabilize water levels in the lake and implement watershed best management practices to reduce phosphorus loads from the watershed. The study determined that an alum application program was the most cost effective and lowest risk restoration alternative for improving water quality. Silver Lake was re-cored in late 2025 to confirm alum and sodium aluminate quantities needed to develop an accurate dose for inactivating phosphorus being released from the sediments at Silver Lake.
This alum application program, spread over two doses, will help inactivate phosphorus being released from the sediments at Silver Lake and improve overall water clarity and quality.
