A construction waste management plan is mandatory, with a goal to salvage/recycle 60% of non-hazardous solid waste. The contractor is responsible for all testing, including asphalt paving, concrete, earthwork, and aggregate base courses. Key specification modifications include changing the asphalt surface course minimum temperature to 40 degrees F and updating the asphalt binder from 58-22 to 58-28.
