INTERNAL REVENUE SERVICE (IRS)

REQUEST FOR INFORMATION (RFI)

TE/GE Employee Plans AI Assistor

June 30, 2026

BACKGROUND

The Internal Revenue Service (IRS), Tax Exempt and Government Entities (TE/GE), Employee Plans (EP) Division is responsible for compliance oversight of qualified retirement plans and related trusts. EP administers compliance programs through its determination letter, examination, and enforcement functions.

Employee Plans is conducting market research in support of a potential requirement for an Employee Plans Artificial Intelligence (AI) Assistor capability. The objective is to identify commercially available and emerging solutions capable of enhancing EP’s ability to perform complex retirement plan compliance activities, improve operational efficiency, strengthen compliance risk identification, and support informed decision-making by IRS personnel.

The contemplated capability would assist EP personnel with the ingestion, organization, standardization, and analysis of large volumes of structured and unstructured data, including retirement plan documents, participant census data, workforce data, financial information, examination records, and related compliance documentation. The capability should support interpretation of plan provisions; evaluation of plan operations against applicable statutory and regulatory requirements; identification of potential compliance risks and operational failures;

execution of complex retirement plan calculations; and generation of reports, workpapers, and decision-support products.

The Government is particularly interested in solutions that can support scenario modeling, regulatory analysis, compliance risk assessment, retirement plan calculations, report generation, secure data ingestion, integration with existing IRS systems, accessibility requirements, and governance of AI-generated outputs.

PURPOSE

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for market research, planning, and information-gathering purposes and shall not be construed as a commitment by the U.S. Government to issue a solicitation or award a contract.

This RFI does not commit the Government to contract for any supply or service. The Government is not seeking proposals at this time and will not accept unsolicited proposals in response to this notice. Participants are advised that the Government will not pay any costs incurred in responding to this RFI. All costs associated with responding are solely the responsibility of the respondent.

This RFI is conducted as part of the Government’s market research and exchange of information with industry consistent with FAR Part 10, Market Research, and FAR 15.201, Exchanges with Industry Before Receipt of Proposals.

To assist in developing an Independent Government Cost Estimate (IGCE) and acquisition strategy, respondents are encouraged to provide budgetary information, indicative pricing approaches, licensing models, subscription structures, implementation costs, labor category mappings, and other commercially relevant pricing information. This request is for informational purposes only and does not constitute a request for pricing proposals or quotations.

The Government may use responses to this RFI to evaluate marketplace capabilities, identify potential sources, assess commercial practices, evaluate acquisition strategies, determine appropriate contract vehicles, assess small business participation opportunities, and support future procurement planning activities. There is no funding set aside for this requirement at the time of this RFI.
