About this file
This is a construction proposal document for the Texas Department of Transportation (TxDOT) Amarillo District soliciting bids for a State Let Construction Contract to construct four new main lanes, ramps, and an Arden Road grade separation on State Loop 335 in Randall County, Texas. The project spans 1.6 miles from north of FM 2186 to north of Arden Road and involves extensive roadway construction including embankment, flexible base, asphalt concrete pavement, concrete pavement, drainage structures, signage, lighting, traffic signals, retaining walls, and erosion control measures. The proposal includes 217 bid items with varying quantities, such as embankment (230,572 cubic yards), flexible base (3,482 square yards), asphalt pavement (61,087 square yards), concrete pavement (47,697 square yards), reinforced concrete pipe (various sizes totaling 8,348 linear feet), and numerous electrical and signage components. A mandatory pre-bid conference is scheduled for Tuesday, July 21, 2026, at 1:30 P.M. at the Amarillo District Headquarters. The project must be completed in 537 working days, and bidders must submit a proposal guaranty of $100,000 in the form of a cashier's check, teller's check, or bid bond. Contractors must submit audited financial statements and experience questionnaires at least ten days prior to the letting date.
All bids require unit prices submitted in accordance with Item 2 of the standard specifications, and the official total bid amount is calculated by multiplying unit bid prices by estimated quantities. The project is classified as a Federal Aid Project requiring notarized Buy America Certification Forms for all construction materials. Bidders must acknowledge receipt of any addenda issued for the project, and failure to do so will result in bids not being read. Contractors must secure full contract bonds upon award. Alternative pavement type bids are permitted, with rigid concrete paving bids subject to a $300,700 life-cycle cost adjustment upward from the flexible pavement design. Special provisions address cement treatment, asphalt requirements, concrete specifications including air entrainment and synthetic macro-fiber inclusion for bridge decks, prestressed concrete beam requirements with calcium nitrite admixture, retaining wall specifications, traffic control plans requiring maintained access during construction, temporary erosion control, and various electrical and signal installations. The project includes a Force Account Safety Contingency established for unforeseen work zone enhancements to be mutually agreed upon by the Engineer and Contractor.
