Summary of Roof Replacement Services RFQ

This is a Request for Qualifications (RFQ #262902MKM) issued by Sarasota County, Florida, seeking qualified contractors to establish a pre-qualified pool for roof replacement and installation services at County facilities. The County intends to award contracts to all responsive and responsible proposers, with an anticipated initial contract term of three years. Covered facilities include office buildings, warehouses, infrastructure operations buildings, jails, courthouses, clinics, fire stations, and parks and recreation facilities. The majority of County roofing projects involve asphalt shingle roofs, modified bituminous protected membrane roofs, and thermoplastic roofs. Contractors must complete the Vendor Questionnaire in OpenGov, submit proposals through the County's electronic procurement portal, and all meetings and schedules are posted in OpenGov's Solicitation Timeline. Site visits are mandatory for projects where scheduled; contractors who do not attend forfeit quote submission eligibility for that project. Each project will be awarded to the contractor submitting the lowest responsive and responsible quote.

Pricing shall be submitted as all-inclusive lump sum quotes through OpenGov for individual projects, not to exceed Florida Statute 255.20's Annual Bid Threshold. A 10% contingency allowance will be added by the County and may only be used with prior written approval. Permit allowances are set by the County per project, with actual permit costs reimbursed regardless of the allowance. For purchase orders of $200,000 or more, a performance and payment bond of 100% of the PO amount is required, with bonding companies required to have an A.M. Best rating of "B+" or better for bonds under $500,000 and "A-" or better for bonds exceeding $500,000. Required qualifications include a minimum of three verifiable commercial, governmental, or industrial project references within the past seven years, with at least one governmental project with a minimum construction cost of $250,000. Proposers must hold an active Florida or Sarasota County Licensed Roofing Contractor license at bid opening. Insurance requirements include Workers' Compensation, Commercial General Liability ($1,000,000 per occurrence), Business Automobile Liability ($1,000,000 combined single limit), and Umbrella/Excess Liability ($2,000,000 each occurrence and aggregate), with Sarasota County listed as an additional insured. All materials and labor are warranted for a minimum of two years, with materials warranted for at least 20 years.
