ii. Trails or firebreaks that are actively underwater or saturated to the extent that mowing would damage the trail surface shall not be mowed. When wet conditions prevent mowing at a scheduled location, Contractor shall notify the designated County site manager within one (1) business day of the scheduled mowing event and coordinate with the County to reschedule service once site conditions allow access. Temporary site conditions shall not relieve Contractor of the obligation to complete required mowing events within the contract year unless otherwise directed by the County.

Prepared by PRNR Department Part II - Page 3 of 8

iii. Contractor shall remove branches or trees up to 8 inches in diameter at breast height (DBH) that obstruct trails or firebreaks and shall not mow around such obstructions. All resulting tree debris shall be pushed to the side of the firebreaks, trails, and trail shoulders, and must be scattered rather than left in piles. If larger obstructions are encountered that cannot be removed from the firebreaks, trails and trail shoulders, Contractor shall notify the County within 24 hours of observation.

ii. Contractor shall operate equipment carefully to avoid gouging, rutting, or damaging the trail surface.

iii. Sloped areas may require specialized equipment such as a side-arm mower.

iv. Vegetation conditions may vary significantly across properties and may include dense grasses, tall grasses up to height of (+/-) 12 inches, saw palmetto, shrub growth, grass-stage pine trees, and other native vegetation typical of natural areas. Contractor shall ensure equipment and operations are capable of performing mowing services under these conditions. Vegetation density shall not be considered grounds for declining or delaying service requests.

C. Trash Removal

The Contractor shall inspect all mowing areas and remove all man-made trash, litter, and debris prior to initiating mowing operations. Trash shall not be shredded by mowing equipment. All collected trash and litter shall be hauled off-site and disposed of properly by the Contractor at their expense.

D. Mowing Requirements

i. Grass shall be cut to a height of 4 inches ± 1 inch at the time of service. In areas where vegetation exceeds typical mowing height, Contractor shall use appropriate equipment and multiple passes as necessary to achieve the required cut.

ii. Heavy-duty rotary mowing equipment shall be capable of handling:

a. tall grass

b. dense vegetation

c. small diameter brush (up to 2 inches)

d. saw palmetto and woody shrub sprouts, grass-stage pine trees, and dense grasses typical of backcountry and property environments

Prepared by PRNR Department Part II - Page 4 of 8

iii. Finish mowing is typically required at property entrances, parking areas, picnic areas, rights-of-ways, developed grass areas, and maintained trails. Finish mowing shall produce a clean cut using sharp blades and zero-turn or equivalent finish mowers.

E. Trimming and Site Amenities

i. Vegetation beneath and around gates, walk-through entrances, parking areas, fences, picnic areas, trail markers, trash receptacles, and pedestrian access points shall be trimmed (weed-eaten) to match the height of adjacent mowed areas.

ii. Trimming shall extend at least one foot on either side of fences. No visible uncut grass strips between mowed and trimmed areas are permitted. Brush cutting blades may be required where woody vines or shrubs are present. Care shall be taken to avoid damaging posts, fences, signage, picnic tables, or other site amenities. If damage does occur, the Contractor shall notify the County within 24 hours of the occurrence and shall be responsible for repair or replacement costs.

iii. When mowing or trimming adjacent to hardened sidewalks, parking spaces, picnic areas, pavilions and around kiosks, mowing debris shall be blown away from these amenities. Mowing debris shall be scattered and not left in piles.

F. Environmental and Equipment Requirements

i. Some properties contain protected wildlife or plant species, such as gopher tortoises, nesting eagles, Florida scrub-jays, and native orchids. The County will identify known protected areas and may temporarily restrict mowing in certain locations during breeding or nesting seasons. Contractor shall ensure all personnel comply with applicable environmental protections.

ii. All finish mowing equipment shall utilize mulching or shredding mower decks that do not discharge clippings. Mowers that expel clippings from the side or rear are not permitted.

B. Contractors shall reference the applicable zone sheet when performing the services described herein.

C. Each Details Sheet includes site-specific mowing locations and asset maps associated with that property. D. GPS tracking documentation is required as verification of service completion and may be used by the County to confirm areas serviced prior to invoice approval.

i. Verification of Coverage

GPS tracking documentation shall clearly demonstrate that the required mowing areas were serviced. GPS tracking documentation that does not reasonably correspond to the areas identified in the County’s asset maps or that reflect incomplete service coverage may be rejected by the County. When GPS documentation is deemed https://bit.ly/mowingdetails4 https://bit.ly/mowingdetails4 https://bit.ly/mowingdetails4

Prepared by PRNR Department Part II - Page 6 of 8 insufficient or it shows incomplete service coverage, Contractor may be required to return to the site and complete the service at no additional cost to the County.
