The solicitation covers external corrosion control and painting services for County-owned storage tank systems containing petroleum products including gasoline, diesel fuel, diesel exhaust fluid, and motor oil. The County maintains a comprehensive inventory of 152 storage tanks—both aboveground and underground—ranging from 50 to 30,000 gallons in capacity, distributed across multiple departments including General Services, Public Utilities, Emergency Services, Sheriff's Office, Parks and Recreation, Solid Waste, and Stormwater. Bidders must be Certified Pollutant Storage Systems Contractors with active certification prior to bid opening and must provide a minimum of two references demonstrating experience with corrosion control and painting services for both aboveground and underground petroleum storage tanks within the past seven years, with at least one reference from a governmental institution. Pricing must include all labor, trip charges, mileage, vehicle charges, and travel time in hourly rates with separate line items for percent markup and discount on parts, materials, and subcontracted services. Local and American business preferences do not apply due to grant funding requirements, and no specific set-asides for disadvantaged enterprises are indicated. Contractors must comply with OSHA regulations, EPA environmental requirements, and CJIS background check requirements, and maintain comprehensive insurance coverage including Workers' Compensation, Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Business Automobile Liability ($1,000,000 combined single limit), and Pollution Liability ($1,000,000 per claim/occurrence). All work is warranted for one year or the manufacturer's standard warranty, whichever is greater. No specific budget range or award value is provided in the solicitation documents.
