About this file
This is an excerpt from the Sarasota County Code of Ordinances, Article II, governing the use of parks, beaches, and public lands in Sarasota County, Florida. The document establishes comprehensive regulations for County Parks, Public Beach Parks, Public Natural Areas, and Public Recreation Areas, including designated city parks and school board facilities managed by the County. Article II addresses commercial activities, use restrictions, prohibited conditions and activities, operational hours, fee structures, enforcement mechanisms, and penalties for violations. The County Parks, Recreation and Natural Resources Department anticipates awarding a three-year contract for security officer services to provide scheduled facility opening, closing, and safety inspection services at designated County Park locations. The solicitation documents specify minimum qualifications, scope and specifications, and insurance requirements for interested contractors, though specific response dates, due dates, site visits, and bidder conferences are not detailed within this ordinance excerpt.
The document establishes fee authorization allowing the County to charge entrance fees, admission fees, rental fees, user fees, permit fees, and special service fees at levels equal to average actual costs including overhead for programming and maintenance. The County Administrator or designee holds authority to approve and amend the fee schedule based on competent substantial data. Enforcement authority is granted to the Sarasota County Sheriff, deputies, municipal police officers, and code enforcement officers, who may issue citations for violations. Civil fines range from $74.50 to $97.00 for minor violations, while more serious violations constitute misdemeanors of the second degree punishable by up to 60 days imprisonment and fines not exceeding $500. The County may also pursue damages, injunctive relief, and liens on property for unpaid judgments. No incumbent, funding sources, or pricing information is provided in this ordinance governing the parks and beaches regulatory framework.
