About this file
This document is Addendum 1 to the Request for Qualifications (RFQ) issued by Sarasota County, Florida, for waterway navigation repairs and maintenance services. The RFQ seeks to establish a prequalified pool of contractors to perform installation, maintenance, relocation, and removal of marine navigation aids throughout Sarasota County's bays, rivers, and connected waterways, including Sarasota Bay, Roberts Bay, Little Sarasota Bay, Dona Bay, Lemon Bay, the Myakka River, and the Intracoastal Waterway Venice. Work encompasses pilings, buoys, dayboards, and regulatory signage across all coastal and riverine waters in the County. Proposals must be submitted through the County's OpenGov Procurement portal at https://procurement.opengov.com/portal/scgov by the deadline specified in the solicitation timeline. The anticipated initial contract term is three years, with the County reserving the right to contract for a term less than or greater than this duration. Individual projects will be assigned through task orders issued in writing, with each task order awarded to the contractor submitting the lowest lump sum quote.
Proposers must demonstrate minimum qualifications, including at least two project references from commercial, industrial, or governmental entities completed within the past seven years involving marine construction specific to navigational aids. The most critical requirement, revised in Addendum 1, mandates that contractors have at least one employee (not a subcontractor) who holds either a Certified Marine Specialty Contractor License or a Certified Marine Pile Driving Specialty Contractor License issued by the Florida Department of Business and Professional Regulation, with the license remaining active throughout the contract term. The County will supply certain materials at no cost, including dayboards, regulatory signs, informational signs, buoys, concrete anchors, and reflective bands, while contractors must supply pilings, stainless steel hardware, cross-member lumber, isolator strips, piling wrap, and caps. Some projects may be funded through Federal Emergency Management Agency (FEMA) grants, requiring contractor compliance with disaster grant procurement terms and conditions. Contractors who fail to respond to more than three County requests for project quotes within a twelve-month period may have their contracts terminated. All responsive and responsible proposers meeting the stated criteria will be recommended for award to create a diversified vendor pool.
