About this file

This Request for Qualifications (RFQ) from the State University of New York at Stony Brook solicits design services for the Exterior Garden Beautification Project at the Charles B. Wang Center, a cultural center opened in 2002 that covers approximately 32,533 square feet. The scope of work encompasses minor repairs and cleaning of existing site elements including pavers, coping stones, exterior finish systems, and structural concrete; construction of a new pathway connecting existing stairs and ramps to loading dock exit doors; restoration and cleaning of the building facade; new exterior lighting at the building and pond perimeter; new landscaping in existing planters; new outdoor furniture; and incidental pond rehabilitation. The project requires a comprehensive design approach involving pre-design assessment and programming, schematic design at 30 percent completion, design development at 60 percent completion, and 100 percent construction documents with specifications and cost estimates for each phase. The design consultant must complete a minimum of one site survey visit, participate in a minimum of two pre-design meetings and three in-person design phase meetings, and provide construction cost estimates at each milestone. Questions regarding the RFQ must be submitted by August 7, 2026 at 12:00 PM EST through the Q&A board on the Jaggaer sourcing system.

The project requires compliance with New York State contract requirements including minority and women-owned business enterprise utilization goals of 16 percent for minority-owned businesses, 14 percent for women-owned businesses, and 6 percent for service-disabled veteran-owned businesses. The design consultant must provide all deliverables in requested file formats, obtain New York State registration as an architect or professional engineer for sealed construction documents, coordinate with Campus Planning, Design & Construction, the University Code Enforcement Official, Campus Operations and Maintenance, landscape contractors, environmental health and safety personnel, and local and state fire marshals. The consultant shall oversee the entire construction administration phase through project closeout, ensure code compliance, handle permitting through the University's Code Enforcement Official, and prepare separate bid packages as requested for work to be completed through in-house trades, public bidding, or New York State term retainer contracts. Record drawings, reference photos, and additional documentation will be provided upon contract award and commencement of work.

BUILDING: 023 – Charles B. Wang Center at Stony Brook University PROJECT: Exterior Garden Beautification Project SUBJECT: Request for Qualifications (RFQ) of Design Services FROM: Michael S. Murray, CPDC Director of Design

Request For Qualifications (RFQ) of Design Services

0.0 Executive Summary:

Qualifications of design firms are requested for planned improvements to the existing Charles B.

Wang Cultural Center rear exterior garden. The beatification work shall include, but not be limited to, minor repairs and cleaning of existing site work (pavers, coping stones, exterior finish systems, structural concrete), a new pathway, restoration of the existing building and cleaning of façade surfaces, new exterior lighting at the existing building and existing pond, new landscaping in existing planters, new outdoor furniture, incidental pond rehabilitation as required.

1.0 Existing Conditions:

1. The Charles B. Wang Center was donated to the University by the Charles B. Wang

Foundation and opened on October 22, 2002.

2. The building was designed by Architect P.H. Tuan as an Asian and Asian American Cultural Center, reflecting traditional and contemporary Asian and Asian American design.

3. The gross area of the existing garden area to the north of the building is approximately ±32,533 SQ. FT. (gross, including the area of the pond). The garden is defined by the exterior walls of the building and a surrounding perimeter wall to the east and north, defining the garden as a courtyard.

4. The garden has (4) four main areas and multiple levels / elevations:

Upper Terrace (Second Floor);

Lower Terrace (Between First and second Floor);

Pond; includes central bridge and perimeter elevated pathway (Second Floor);

Landscaped / grass area (approximate first floor elevation).

5. The upper terrace is accessible from the buildings main dining room and food service program in addition to the main lobby. The intent of the new furniture and landscaping work is to better utilize this upper open area. All furniture work to be coordinated with the University’s Auxiliary Services Association (ASA) as some of the existing furniture belongs to the outdoor dining area from the restaurant.

6. The lower terrace is accessible by one of two staircases and a single ramp down to the pond elevation.

7. A painted steel fall protection railing exists around the perimeter of the upper terrace, pond, and pathways. A painted steel pagoda exists along the north pathway. All of the painted steel components will be re-painted by the University.

8. The existing pond is approximately ±10,400 SQ. FT. (gross) and extends below portions of the existing elevated walkway. The current functionality of the pond: filtration, pumps, fountains, etc. is unknown and needs to be verified at a high level by the consultant. It is anticipated that in order to complete the work as part of this project, the pond will need to be drained to mobilize and complete repair work along the pathways. Select cleaning and rehabilitation is recommended while the pond is drained. Temporary protection of the pond liner will be necessary during construction, and the pond will need to be re-filled upon completion of the beautification work. Any damages incurred or discovered as part of the rehabilitation and beautification work will need to be restored.

9. The existing hardscape surface is concrete pavers over compacted fill. All perimeter pathway and planter walls are concrete block with “Dryvit” finish and stone coping wall caps. Select repairs are anticipated for the pavers and coping stones. At all existing exterior door locations, all pavers are to be evaluated and addressed accordingly to ensure full and free operation of the existing doors. Any uneven and unsteady pavers shall be removed and reinstalled to avoid tripping hazards. Where coping stones are damaged and/or missing, they shall be replaced in kind to match existing. Existing drainage and waterproofing systems below are unknown.

10. Record drawings reflect an extensive pathway and landscape lighting system: most of which was not installed with the original construction. To improve evening and night utilization, new lighting is intended to be addressed as part of this project.

11. There are several existing raised planters throughout the garden. All planters and plantings are to be verified by the consultant. New plantings are desired as part of the beautification project. The presence of existing irrigation systems is unknown. New plantings are intended to maintain the character of the original building. Planting selections shall be considered with required maintenance, hardiness, and the University to meet the design intent of the endowment.

12. The large grass area to the east currently has no program. An existing stair and ramp terminate at the west side of this area into the grass. A new pathway is necessary to connect the existing stair and ramp to the existing exit doors to the east, adjacent to the loading dock.

This path will also need to connect the existing exit from the theater to the same exit doors.

Some excavation, grading, and drainage work will be required. Record elevations are

6/12/2026 Page 3 of 8 available for review, however the design consultant will need to complete their own site survey work for the preparation of construction documents. Local storm drainage exists in the grass area with a single open grate structure to the south with no record information available. The design consultant’s survey and verification of underground utilities will be necessary for the preparation of construction documents. This pathway will allow for better utilization of all spaces.

13. The existing exit doors at the loading dock currently have no protection from the loading area.

The required exit path will need to be protected by means of bollards and/or other protection systems to maintain egress at all times. Grade will also need to be adjusted and stabilized at this area due to the change in elevation between interior and exterior.

14. Per record drawings, the exterior walls and vertical surfaces around the pond, planters, and walkways have a “Dryvit” or exterior finish system (stucco/plaster over insulation) which shows signs of deterioration, damage, growth of organic material, and water infiltration resulting in failure in some areas. Localized repairs of these conditions are intended to be addressed as part of this project, particularly where new work is scheduled to avoid future conflicts. The existing conditions, extent of damage, and necessary repair work and/or cleaning shall be determined by the design consultant’s assessment.

15. A concurrent life safety evaluation is being completed by the University to make informed decisions about future improvements and alterations to the garden area. This project is intended for beautification purposes only.

16. Any improvements to the building are required to maintain the original design language and overall appearance with respect to the endowments made by the Charles B. Wang Foundation.
