About this file

This is Addendum 1 to RFP #2618 issued by Kenosha County Land Information Division through the Kenosha County Purchasing Division in Wisconsin on August 6, 2026. The addendum addresses a request for proposals for a one-time countywide oblique digital aerial imagery acquisition project. The project requires acquisition of color, high-resolution oblique imagery covering the entirety of Kenosha County plus a minimum 300-foot buffer outside the county boundary, with imagery featuring a nominal ground sample distance of 3 inches or better. Acquisition must occur under leaf-off conditions (less than 30% leaf on) during minimal shadow conditions with sun angles greater than 30 degrees, to be completed in Fall 2026 or Spring 2027. Sealed proposals were due August 20, 2026 at 1:00 PM, with vendor presentations scheduled for September 22, 2026, and contract award estimated for October 16, 2026. The contract shall begin in late 2026 or early 2027 and continue for two years, with an option to renew the viewer and/or viewing license for two additional years.

The addendum provides a single clarification through a questions-and-answers section, responding to a request for shapefiles defining the area of interest described in the RFP. Prospective bidders are directed to contact Matthew Fleming, Purchasing Director, at matt.fleming@kenoshacountywi.gov to request the shapefiles, which will be provided in a ZIP file format. The contractor must provide a secure, web-based imagery viewer with distance and height measurement tools, annotation capabilities, historical imagery toggling, GIS layer overlaying, and export functionality. Proposers must demonstrate a minimum of three similar projects completed within the past five years and provide three current reference accounts. Evaluation will be based equally across four 25-point criteria: Cost to the County, Company Profile, Viewing Software, and Proposal Solutions. Contractors must maintain minimum insurance coverage of $1,000,000 each for Commercial General Liability, Professional Liability, Cyber Liability, and Automobile Liability, with Kenosha County named as additional insured.
