1. INTRODUCTION AND OBJECTIVESD
The Kenosha County Sheriff’s Office is seeking proposals from qualified vendors to conduct an operational staffing study for the corrections operations at the Kenosha County Pretrial Facility (PTF) 927 54th Street, Kenosha, WI 53140, and the Kenosha County Detention Center (KCDC) 4777 88th Avenue, Kenosha, WI 53144.
The Kenosha County Jail was constructed in 1982, with the campus expanded to include a Pretrial Facility in 1996. The Jail generally consists of eighteen linear cell blocks, the majority of which are double-bunked. There are four dormitories and three specialized housing areas.
The Pretrial facility (PTF) consists of an intake area with multiple holding and processing cells, padded cells, two small medical rooms, and two isolation rooms. The total inmate capacity of the Jail /Pretrial Facility is 342. The average population is less than the maximum capacity. There have been no significant improvements since this date aside from general maintenance.
The Kenosha County Detention Center (KCDC) was constructed in 1998 and is primarily a direct supervision facility. There are six direct supervision dormitories and four higher security modified direct supervision linear dormitories. One of those linear dormitories is a specialized housing unit. Work Crew/Electronic Monitoring inmates are also housed at the Detention Center. The total capacity of the Detention Center is 619. The average population is less than the maximum capacity.
Some of the issues we would like to address are the following;
• Are current staffing levels insufficient when compared to the size of the facilities and inmate population?
• Would consolidated staffing to one large facility reduce the duplication of security services, improve a better work/life balance, and build a more robust workforce?
• Overtime is at an all-time high. Burnout, fatigue, and job satisfaction are suffering. Staff are often forced in on their days off. Is there a reasonable remedy for this issue?
• Staff currently work 12-hour shifts (6A-6P & 6P-6A). Would different hours assist with staffing issues?
• Based on the surrounding facilities of a similar size, is the current pay scale competitive?
• Is the supervisory staff sufficient based on the current two-facility model?
• Over the past decade, incarceration rates have risen while staffing levels have remained fairly stagnant. Is there a need for staffing adjustments, including an administrative position at each facility?

5. Facility Consolidation / Operational Efficiency
a. Evaluate consolidating operations into a single detention facility.

18. ASSIGNMENT AND SUBCONTRACTING
The selected Contractor will not be permitted to sublet, sell, transfer, assign or otherwise dispose of the contract or any portion therein, or its right, title or interest in, to any person, firm or corporation without the written consent of Kenosha County. If Kenosha County permits the use of subcontractors, the following will apply:
The contractor is the prime contractor. A prime contractor is the vendor who provides a service and receives a payment for that service. The County considers the prime contractor to be the sole point of contact with regards to contractual matters, including the performance of the services and the payment of any and all charges resulting for contractual obligations.
The prime contractor will be responsible for the contract performance when subcontractors are used.
However, when subcontractors are used, they must abide by all terms and conditions of the contract. If subcontractors are to be used, the contractor must clearly identify the subcontractor including length of time the subcontractor has been used by the prime contractor and other projects.
The prime contractor shall provide the County with the names of any subcontractors used for the performance of any part of this contract. The existence of the subcontractor does not relieve or reduce the prime contractor of any liability to the County for any breach in the performance of the prime contractor’s duties. The prime contractor agrees that all subcontractors shall be agents of the prime contractor and the prime contractor agrees to hold harmless hereunder for any loss or damage of any kind occasioned by the acts of omissions of prime contractors, subcontracts, their agents or employees.

Contractor agrees to observe complete confidentiality with respect to all aspects of any confidential information, proprietary data and/or trade secrets and any parts thereof, whether such contents are the County's or the manufacturer's, or distributor's whereby Contractor or any Contractor's personnel may gain access while engaged by the County or while on County premises.
The restrictions herein shall survive the termination of this contract for any reason and shall continue in full force and effect and shall be binding upon the Contractor or its agents, employees, successors, assigns, subcontractors, or any party claiming an interest in this contract on behalf of or under the rights of Contractor following any termination. Contractor shall advise all Contractor's agents, employees, successors, assigns and subcontractors which are engaged by the County of the restrictions, present and continuing, set forth herein. Contractor shall be liable for all damages resulting from its breach of confidentiality and defend and incur all costs, if any, for actions that arise as a result of noncompliance by Contractor, its agents, employees, successors, assigns and subcontractors regarding the restrictions herein.
