About this file

This is RFP Addendum One for a food service operation contract issued by Kenosha County, Wisconsin for Brookside Care Center and Willowbrook Assisted Living. The addendum provides responses to 67 questions submitted by prospective bidders regarding facility operations, staffing, menu requirements, and service delivery expectations. The facility operates with a census of 167 residents across multiple care levels including skilled nursing, long-term care, short-term rehabilitation, and memory care. The original RFP solicitation included a pre-proposal conference on April 22, 2026, with sealed proposals due by 1:00 PM on May 20, 2026. The contract term runs from January 1, 2027 through December 31, 2031, with an estimated award date of June 30, 2026. The contractor will provide comprehensive food service operations including meal planning, food preparation, bistro services, nutritional support, specialized diet preparations, and community event catering aligned with Wisconsin HHS 132 Code and CMS regulatory requirements.

The County retains existing dietary staff comprising one Cook at $21.32 per hour and three Dietary Service Aides at $19.01–$19.54 per hour who will transition to contractor employment and phase out through natural attrition. The contractor must submit annual lump-sum pricing for each contract year without inclusion of County-provided food and supplies costs; the County reimburses actual food and supply expenses based on itemized invoices. Bidders may propose revised staffing models beyond the existing structure and should assume 1.4 FTE Registered Dietitian positions currently employed onsite. Historical meal service data shows approximately 15,000 meals served monthly, with 12–14 residents requiring room service on any given day. The contractor assumes responsibility for all routine sanitation, employee staffing and training, computer systems management, point-of-sale equipment for the Bistro operation, and regulatory compliance, while the County provides facility infrastructure, equipment, utilities, building maintenance, and heavy cleaning services. Bistro operations should be priced for 7:00 AM–7:00 PM Monday through Friday, generating approximately $31,000 in annual sales, with revenue minus payment processing fees returned to the County.
