About this file

This Addendum One to RFP #2608 clarifies specifications for Kenosha County's emergency warning siren inspection and maintenance contract, addressing technical questions and revising bidding requirements. The contract covers inspection and maintenance services for 35 warning sirens distributed across Kenosha County and surrounding municipalities, with services commencing April 1, 2027, and continuing through October 2031. Bidders must provide fixed unit prices for each of the 35 siren locations covering four inspections scheduled on an 18-month cycle (April 2027, October 2028, April 2030, and October 2031). The pre-bid conference was held April 14, 2026, with vendor responsibility forms due April 24, 2026, and bids due by 1:00 PM on April 29, 2026. Contract award is estimated for May 13, 2026, and will be made to the lowest responsive, responsible bidder meeting all specifications.

Key clarifications in this addendum address siren site conditions and operational requirements. The County confirmed that siren pole heights remain largely undocumented and unverified, with only verbal indication of 80-foot steel poles. Site accessibility varies significantly: 16 sirens are on grass adjacent to hard surfaces, 10 are on grass with no nearby hard surface, 9 are on hard parking surfaces, and 9 are situated in secure areas requiring special access arrangements. The addendum waives both bid bond and performance and payment bond requirements, contrary to earlier specifications. For gearbox maintenance, the County revised the 18-month oil change cycle to allow inspections at each service visit with topping off as needed and replacement only when oil is dirty or milky. The revised Bid Offer Form requires vendors to provide separate hourly rates for standard service vehicles and bucket trucks to accommodate the 80-foot pole heights. Informational pricing for on-call repair services must include hourly labor rates (standard and nights/weekends/holidays), estimated portal-to-portal travel time, material costs, and permit charges, with a 72-hour maximum response time requirement.

Yes.

Questions and Answers:

Q: Do you have the following information regarding siren sites? Siren Heights? Do all poles have solid service access? Are there any known access issues to any

A: Siren Pole Heights: We do not currently have documented or verified records confirming the siren pole or mounting heights of the emergency sirens. The only information available was the verbal statement from Fulton Sirens indicating the steel poles were 80 feet, but that remains unverified. The heights for siren brackets installed on cell towers, the tri-pod mount at the Pleasant Prairie Fire Department, and the wooden poles are also unknown at this time.

Do all poles have solid surface access: Based on our current site information, 16 sirens are located on grass but are within a short distance of, or adjacent to, a hard parking surface. Ten siren poles are located on grass with no defined hard surface near their location, and 9 siren poles are located on hard parking surface areas.

Are there any known access issues to any sites that would cause technicians additional time? Example sirens in cellular tower sites for gate access: Nine siren poles are situated in secure areas. Of those, six are standalone poles located within locked areas, and three are mounted on cellular towers with secure access. We are currently determining the most appropriate means of gaining access to these sites.

Q: Bid and performance bond. Is this necessary for this scope of work? If you do believe so are you looking to have these submitted to you annually?

A: The state statute has been checked, and we will waive both the Bid Bond and the Performance and Payment Bond for this specific bid

Q: Rotation gear box oil change- You have it called out to be replaced on the 18month cycle. Do you believe that is necessary? We would recommend inspecting the oil level and condition. Add if low and replace if oil seems to be dirty or milky.

A: Checking levels at each inspection, topping off as necessary and replacing only when required if the oil is dirty or milky is acceptable.

Q: Hourly Rate- confirming you are looking to have a bucket truck included in that rate to reach the 80' poles for each service call?
