About this file
This is an Addendum 01 to an Invitation to Bid (ITB 26074) issued by the Alaska Energy Authority (AEA) for the MKEC 2026 DERA Upgrade project. The addendum modifies the original ITB documents for a project involving the installation of new owner-furnished engine-generators and comprehensive upgrades to mechanical and electrical systems in diesel power plant modules located in four remote Alaskan communities: Chuathbaluk, Crooked Creek, Sleetmute, and Stony River. The primary modification extends the ITB due date to June 5, 2026, at 2:00 PM AKST. The AEA is providing prospective bidders access to Matterport virtual walkthroughs of the powerhouses in all four communities to assist in understanding existing site conditions. Bidders interested in accessing these virtual tours must complete and submit a Critical Energy Infrastructure Information (CEII) Non-Disclosure Agreement application to Shannon Apgar-Kurtz, AEA GIS Specialist, at smapgar-kurtz@akenergyauthority.org to receive access links via email upon approval.
The addendum emphasizes that while the virtual Matterport tours are provided for informational purposes to supplement contract documents, the AEA makes no representations or warranties regarding the completeness or accuracy of the imagery, measurements, or existing conditions depicted. Bidders remain responsible for independently verifying all dimensions, quantities, site conditions, and other necessary information to prepare complete and responsive bids. The CEII Non-Disclosure Agreement governs the use of any Critical Energy Infrastructure Information accessed by recipients and includes strict confidentiality provisions, limited use restrictions, secure storage requirements, and obligations to report unauthorized disclosures to the AEA's CEII Coordination Committee. All other terms, conditions, and specifications of the original ITB remain unchanged, and bidders must acknowledge receipt of this addendum by email prior to the revised bid due date.
