About this file

This is Addendum No. 3 issued by the Massachusetts Military Division, Executive Office of Public Safety & Security, regarding ITB 260722 for the Building 3132 Generator Transfer Switch Replacement project at Camp Edwards. The addendum provides clarifications to bidders on four key questions submitted prior to the August 20, 2026 bid deadline. The project involves removal of an existing 1200 Amp automatic generator transfer switch and installation of a new unit at Building 3132 (Fire Station). Critical clarifications include confirmation that the main generator controller panel and all controls required to communicate with the new transfer switch must be replaced, with the government retaining the removed main generator control panel. The addendum confirms that all incoming power to the building must be disconnected to the switchgear during replacement work to ensure contractor safety. Work must be completed and the transfer switch made fully operational within one day, with commissioning permitted to occur the following day; work beyond 1500 hours may be scheduled with approval. The addendum confirms that bidding companies must possess a Master Electrician's license to perform this work.

The addendum does not modify pricing or bond requirements but serves as an essential clarification document that must be referenced in bid submissions by entering Addendum No. 3 in the appropriate space on the Form for General Bid. All bidders submitting bids for ITB 260722 are required to acknowledge and incorporate these clarifications into their bid submissions.

Question 1: Is any additional information available on specifically which controller needs to be replaced on the generator?

Answer: The main generator controller panel and any controls required to communicate with the new transfer switch. The government will retain the removed main generator control panel.

Question 2: The RFR mentions disconnecting power at the street being the contractor’s responsibility. I assume the intention is to disconnect all incoming power to the building to ensure safety (meaning, there is nothing energized within the switchgear) while working within the switchgear replacing the transfer switch?

Answer: Correct, no power entering the switch gear.

Question 3: Is the intention to have the transfer switch replaced and fully operational in one day (including testing and commissioning)? If so, would we be able to work beyond 1500 Hours? Or could commissioning happen the next day?

Answer: Replace in one day, commissioning can be performed the following day. Yes, work beyond 1500 can glue scheduled.

Question 4: As the work involves replacing a transfer switch, is the bidding company required to have a Master Electrician’s license?

Answer: Yes
