About this file

This Addendum One to Request for Proposal #2607, issued by Kenosha County, Wisconsin Purchasing Division dated March 24, 2026, addresses scoring methodology for the Petrifying Springs Park Beer Garden Concessions Operation. The addendum clarifies that the Improvements Cost Proposal section, valued at 10 points of the total 100-point evaluation, will be scored through proration with the highest cost proposal receiving the maximum score and lower proposals receiving proportional scores based on cost differences. Vendors must include the value of all equipment being provided to fulfill contract requirements within their Improvements Cost Proposal submittal. The RFP seeks a qualified food and beverage vendor to operate a beer garden at Petrifying Springs Park, with a pre-proposal conference held on March 10, 2026, questions due by March 17, 2026, sealed proposals due April 14, 2026 at 3:00 PM, vendor presentations estimated for May 12, 2026, and contract award anticipated for July 14, 2026. The contract will be structured as a five-year agreement with an optional five-year renewal, with operations commencing January 1, 2027 and running seasonally from May 1 through October 30 annually.

The financial structure involves a 15 percent commission on gross sales, with payments due within 30 days of each month's close. Vendors must demonstrate a minimum of three years' experience in food and beverage operations and provide references from similar operations. The vendor assumes responsibility for all site improvements and upgrades at their own expense unless otherwise negotiated, while Kenosha County retains ownership of the premises. Required insurance includes comprehensive general liability of $100,000/$500,000/$100,000, automobile liability of $1,000,000 combined single limit, liquor liability of $1,000,000, and an umbrella policy of $5,000,000 per occurrence. Vendors must obtain a Class B tavern license and comply with Wisconsin Dram Shop Laws, with alcohol service ceasing at 9:00 PM daily. No specific set-asides, incumbent vendors, or budget ranges are identified in the RFP documents.

Yes.

Questions and Answers:

Q. Will our application be viewed less favorably if our proposed improvement amount is lower than that of other applicants? We are an established entity that has already contributed several capital improvements over our ten-year history.

Additionally, our current equipment and materials on-site are valued at approximately $200,000.

A. The Improvements Cost Proposal is valued at 10 points. Purchasing will score the proposals by prorating, with the highest cost proposal given the highest score and lower proposals given a percentage of the total score based on the difference. The value of any equipment that you are providing to fulfill the contact requirements should be included in the Improvements Cost Proposal submittal.
