The County intends to construct an additional transmit/receive radio tower, tentatively located at Kenosha County Veterans Memorial Park, to improve radio coverage for mobile, portable, and paging systems. A virtual pre-proposal conference is scheduled for February 17, 2026 at 10:00 AM CT via Microsoft Teams. Sealed proposals must be submitted by March 17, 2026 at 3:00 PM to the Kenosha County Purchasing Division at 1010 56th Street, Second Floor, Kenosha, Wisconsin 53140. The estimated contract award date is April 24, 2026, with work commencing April 27, 2026. The County expects the tower to be operational in 2027. The contract will continue until project completion and consists of this RFP document, specification documents, exhibits, drawings, the contractor's proposal response with all required forms, any addenda issued, negotiated terms and conditions, and a Kenosha County standard professional services contract.
The cost proposal must be submitted in a separate sealed envelope within the proposal package and will be scored using a proration formula whereby the lowest cost proposal receives the maximum 20 points available for cost, with subsequent proposals scored accordingly. Proposal prices must be in US dollars, complete and inclusive of all charges at submission, with the vendor responsible for all delivery charges, freight, and associated fees. 1. INTRODUCTION AND OBJECTIVES
In 2020, Kenosha County implemented the Kenosha County Public Safety Simulcast System to improve radio coverage for Sheriff and Kenosha Fire communications. With this construction the system performance improved coverage countywide, however notable gaps remain in the geographic areas of the Village of Twin Lakes, the Town of Wheatland, and the Town of Randall. These gaps are largely due to topography and the distance and orientation of existing communication towers.
The coverage deficiencies have resulted in intermittent or failed reception of radio dispatch notifications by fire and EMS personnel, difficulty for the Emergency Communications Center (ECC) to hear responders in the field, and problems with responders hearing one another during emergency incidents.
These impairments represent a material public safety risk.
There are a total of 19 Law Enforcement and Fire Protection/EMS agencies that operate in Kenosha County. These are as follows:
1. Law Enforcement (9 total)
a. Kenosha County Sheriff’s Office*
b. Kenosha Police Department*
c. Pleasant Prairie Police
d. Twin Lakes Police
e. UW-Parkside Police
f. Randall Water Patrol*
g. Paddock Lake Water Patrol*
h. Wheatland Town Police*
2. Fire Protection and EMS (10 total)
a. Kenosha Fire Department *
b. Pleasant Prairie Fire/Rescue Department*
c. Somers Fire/Rescue Department*
d. Bristol Fire/Rescue Department*
e. Paris Fire/Rescue Department*
f. Salem Lakes Fire/Rescue Department*
g. Randall Fire Department*
h. Wheatland Fire Department*
i. Twin Lakes Fire/Rescue Department*1
[Note – Kenosha Joint Services dispatch has the ability to communicate with all of these agencies. They also provide full radio dispatch services to the agencies that are identified with an *]
Kenosha County intends to construct an additional transmit/receive radio tower, tentatively evaluated to be located at Kenosha County Veterans Memorial Park, to improve radio coverage for mobile, portable, and paging systems in the affected areas.
Kenosha County is soliciting proposals from qualified firms to act as the County’s technical owner’s representative to oversee, monitor, and validate the design, procurement, and construction performed by a Designer/Engineer and General Contractor (hired under separate contracts). The Consultant will ensure that design outputs, site due diligence, permitting, bidding, construction, commissioning, and system activation are completed in accordance with County expectations, industry standards, and public safety performance requirements.
Overview of the Simulcast Radio Communication Network (“Kenosha County Simulcast Assessment and Feasibility Study - Revised 1/17/2017”, Evans Associates pg.15)
WISCONSIN PAGE 4 OF 31
a. The Simulcast Architecture: features improved spectrum efficiency by making maximum use of each communications channel and increasing coverage area;
b. More “Traffic” Per Channel: Simulcast protocols allow the same frequency pairs to be utilized throughout the county by synchronizing the channels presently used at one site with the same channels at other county locations. This permits closely defined transmit sources with the ability to carry more data and higher density voice traffic over a wide area without interference;
c. Multiple Site Transmission: The simultaneous use of multiple sites increases the ability of portable and mobile radios to compensate for obstructions in the signal path, resulting in greater coverage and higher building penetration;
g. Digital Modulation: Digital modulation and interoperability is supported by simulcast systems. This enables encryption and ensures inter-system compatibility with other state and federal encryption systems.
h. Backbone: To utilize a new simulcast system, the tower-to-tower backbone (whether microwave or fiber) must be GPS locked and the base station equipment must be designed for high-stability and low phase delay. This results in a somewhat higher interconnect cost.
2. DEFINITIONS

The contractor is the prime contractor. A prime contractor is the vendor who provides a service and receives a payment for that service. The County considers the prime contractor to be the sole point of contact with regards to contractual matters, including the performance of the services and the payment of any and all charges resulting for contractual obligations.
The prime contractor will be responsible for the contract performance when subcontractors are used.
However, when subcontractors are used, they must abide by all terms and conditions of the contract. If subcontractors are to be used, the contractor must clearly identify the subcontractor including length of time the subcontractor has been used by the prime contractor and other projects.
The prime contractor shall provide the County with the names of any subcontractors used for the performance of any part of this contract. The existence of the subcontractor does not relieve or reduce the prime contractor of any liability to the County for any breach in the performance of the prime contractor’s duties. The prime contractor agrees that all subcontractors shall be agents of the prime contractor and the prime contractor agrees to hold harmless hereunder for any loss or damage of any kind occasioned by the acts of omissions of prime contractors, subcontracts, their agents or employees.
19. INVOICING REQUIREMENTS
The County’s terms are to pay or reject invoices within 30 days of receipt. Before payment is made, it also must verify that all invoiced charges are correct as per this contract. Only properly submitted invoices shall be officially received for payment. Thus, your prompt payment requires that your invoices be clear and complete in conformity with the instructions below.
All invoices must be itemized showing:
a. Purchase order number
b. RFP number
c. Vendor remit to address
d. Complete detailed product or service description as stated on your RFP
e. Prices per the Contract
The original invoice must be sent to the bill-to address shown on the Purchase Order.
20. CONFIDENTIALITY
Contractor acknowledges that some of the data and documentation it may become privy to in the performance of this contract is of a confidential nature. Contractor shall make all reasonable efforts to ensure that it or its employees and subcontractors do not disseminate such confidential information.
Contractor or its employees and subcontractors will not reuse, sell, or make use in any format the data researched or compiled for this contract for any venture, profitable or not, outside this contract.

County's or the manufacturer's, or distributor's whereby Contractor or any Contractor's personnel may gain access while engaged by the County or while on County premises.
The restrictions herein shall survive the termination of this contract for any reason and shall continue in full force and effect and shall be binding upon the Contractor or its agents, employees, successors, assigns, subcontractors, or any party claiming an interest in this contract on behalf of or under the rights of Contractor following any termination. Contractor shall advise all Contractor's agents, employees, successors, assigns and subcontractors which are engaged by the County of the restrictions, present and continuing, set forth herein. Contractor shall be liable for all damages resulting from its breach of confidentiality and defend and incur all costs, if any, for actions that arise as a result of noncompliance by Contractor, its agents, employees, successors, assigns and subcontractors regarding the restrictions herein.

That policy may be reviewed at http://www.kenoshacounty.org/DocumentCenter/Home/View/578
The Ethics Policy is intended to ensure that public trust in Kenosha County government is maintained and that decisions affecting the county and its citizens are made fairly and impartially for the benefit of all citizens and not for personal gain. This policy precludes:

• and the conducting of personal business or campaigning during working hours.
This policy, furthermore, requires employees to disclose and report to the proper authorities any violation of this policy by either other employees or by any nonemployee or citizen seeking to or aiding or abetting in efforts to circumvent this policy. Any employee failing to make such disclosure or report is subject to discipline.
Contracts with Kenosha County also require that any party contracting with Kenosha County also report any violation to either the District Attorney or Corporation Counsel for Kenosha County.
In addition, Wisconsin Statutes Sections, 946.12 involving misconduct in public office and 946.13 involving a private interest in a public contract are considered Class 1 felonies and activity considered in violation of these statutes will be reported to the Kenosha County Sheriff for investigation and the Kenosha County District
