About this file

This is a Questions and Answers (Q&A) document for a Blanket Purchase Agreement (BPA) solicitation for Piaggio P-180 Avanti aircraft services (Solicitation 260310163337_24JUN2026).

The document addresses four key clarifications regarding the BPA structure and pricing. The anticipated contract value is confirmed at not to exceed $350,000 over the five-year ordering period. Regarding subcontracting, FAR 52.219-14 limitations do not apply since the acquisition does not exceed the simplified acquisition threshold; however, any subcontractors must maintain an active SAM.gov registration for "all awards" to comply with PWS Section 4.6.9. For pricing submission, contractors must provide price projections covering the full five-year BPA period using an updated pricing template that includes separate line items for the Base Year and Option Years 1-4. Fuel costs must be incorporated into the contractor's unit prices and rates for both training flights and ferry flights, as the Air Force will not separately purchase fuel. These clarifications were provided through updates to the solicitation documentation and the pricing template to ensure complete and properly structured proposals.

QA entry for Piaggio P-180 Avanti BPA Solicitation 260310163337_24JUN2026

1. Anticipated Contract Value: The original synopsis stated the anticipated magnitude of this effort would not exceed $350,000 total over the 5-year period. That language does not appear in the most recent amendment. Could you confirm whether an estimated value or ceiling still applies to this BPA? This will help us scale our pricing appropriately to the Government's anticipated usage.

Thank you for noting this error in the previous solicitation amendment update. Yes, it does apply. We have added this language back into an updated version of this solicitation.

2. Subcontracting Structure: Could you confirm: (a) whether the limitations on subcontracting under FAR 52.219-14 / 13 CFR 125.6 apply to this acquisition, and (b) whether a subcontractor must be separately registered in SAM.gov to be approved under PWS Section 4.6.9? This will help us finalize our teaming structure before submission.

(a) This acquisition will not exceed the simplified acquisition threshold ($350,000), therefore, RFO 52.219-14 is not applicable;

(b) To ensure compliance with PWS Section 4.6.9 and our pre-award BPA file records, yes, the subktr must have an active registration in SAM.gov for ‘all awards’.

3. Pricing Template Structure: The pricing template provided with the solicitation includes only a Base Year table. Could you confirm whether pricing should be submitted for each Option Year (1-4) separately, or whether the Base Year price list applies across the full 5-year ordering period? This will ensure our quote is complete and properly structured.

We have provided an updated pricing template.xlsx that indicates the Government’s desire for a price projection for the full five-year BPA period.

4. Fuel Costs: Will fuel be purchased by the Air Force during training and during the ferry flights purchased by the contractor?

We have provided an updated pricing template.xlsx that indicates that we require your unit price/rate reflect any anticipated fuel cost.
