About this file
This is a Sole Source Justification (SSJ) document for a FEMA contract to procure Passenger Air Transportation services in Alaska. FEMA will utilize a Time-and-Materials contract with an FAA Part 135 air carrier to transport personnel from Bethel to Western Alaska spoke villages for DR-4893-AK Individual Assistance registration and housing inspections. The contract will cover base and optional periods from November 18, 2025, to January 16, 2026, with the Simplified Acquisition Threshold increased to $1 million in support of the disaster response.
The sole source justification is based on urgent operational requirements, with the selected vendor being the only carrier able to immediately meet FEMA's needs by operating hub-and-spoke missions under winter conditions with reduced daylight. The vendor can stage from Bethel, has suitable aircraft (Cessna/King Air), qualified crews, and established remote Alaska operations capability. Price reasonableness will be determined through market research, comparison to previous purchases, and the Independent Government Cost Estimate, with pre-negotiated hourly rates, actual hour billing, and 24-hour cancellation provisions. The Contracting Officer has determined that soliciting from a single source is justified and in the government's best interest due to the urgency of the disaster response.

FEMA is unable to complete this mission from another hub without losing significant ground time for field teams, which will impact the overall ability to complete the registration deadlines currently in place as well as potentially limit services to survivors. There are not additional hubs in the area which will provide the necessary services, and moving to Anchorage significantly reduces field time on a daily basis due to flight times to/from the Bethel area.
is the only vendor to confirm they can meet the immediate need for services starting the same day or within 24 hours of contract award and can operate hub-and-spoke missions to Western Alaska villages under winter conditions and reduced daylight in accordance with the specifications of FEMA’s Statement of Work (SOW).
can stage from Bethel and has aircraft (Cessna/King Air), qualified crews, dispatch/flight-following, insurance, and proven Alaska remote operations capability.
Expedited market research of Alaska Part 135 carriers indicates other carriers lack immediate availability, suitable aircraft, or established operations from Bethel to meet the mission profile and urgent start. Scheduled commercial service cannot provide the required flexibility, routing, or timing.
was the only vendor who stated they can meet the immediate start, staging, fleet, and safety requirements. If additional time or capacity is needed beyond this urgent period, the Government will consider follow-on competitive actions.
is not located within the declared disaster area but does operate in the State of Alaska and can stage from Bethel. An Other Than Local Memo is incorporated into the contract file documenting this exception and the operational necessity.
