About this file
This is a Notice of Intent to Negotiate and Contract with a Single Provider issued by the State of Michigan, Department of Environment, Great Lakes and Energy's Air Quality Division (AQD). The State seeks to procure one-year annual service and maintenance for two AutoGC air quality monitoring systems manufactured by Consolidated Analytical Systems (CAS). The systems must operate in accordance with EPA PAMS (Planar Atmospheric Measurement Station) specifications, with maintenance performed using CAS calibration standards and reference devices. The request is for a new contract with a response deadline of February 10, 2026. Written questions concerning the Invitation to Negotiate must be submitted by February 6, 2026, through www.michigan.gov/SIGMAVSS. Any potential bidder who disputes that this good or service is available solely from the intended source must submit a written response describing an equivalent product or service by the February 10, 2026 deadline.
The procurement is classified under commodity code 92615 and is directed toward the sole intended source of Consolidated Analytical Systems, Inc., located in Cincinnati, Ohio. No specific pricing information is provided in this notice. The AQD received the two GC systems through EPA PAMS funding, and because only three manufacturers of GC systems were approved for national consistency of the PAMS network, single-source procurement was determined necessary. The point of contact for all inquiries is Ally Estrada, Solicitation Manager, at (517) 657-1413 or estradaa4@michigan.gov.
