About this file
This is a Brand Name/Sole Source Justification document for a federal procurement under the $350,000 threshold. Naval Surface Warfare Center Port Hueneme Division (NSWC PHD), code D35, seeks to procure Mechanical Slides, part numbers 128QD-24 and 1303410 L/R, manufactured by Jonathan Engineered Solutions (JES) to support the Tactical Tomahawk Weapons System (TTWCS). These mechanical slides enable hardware equipment drawers to retract within large computer racks for internal component maintenance and replacement.
The justification cites two primary rationales for sole source procurement: Form, Fit, and Function compatibility with existing systems, and proprietary rights limiting competition. NSWC PHD asserts that JES is the only responsible source meeting the requirement because the mechanical slides have passed mandatory Environmental Qualification Testing (EQT) per the system's Operational Requirements Document and are specifically identified in Navy drawing number 8749400 without alternate part numbers. No other mechanical slides have achieved EQT certification. JES confirmed it is the sole manufacturer holding proprietary design rights with no authorized third-party distributors or resellers. Use of an alternative source would incur approximately $300,000 in duplicated costs and cause an approximately 1.5-year delay for identification and testing, negatively impacting operational readiness of TTWCS onboard U.S. Navy vessels. The procurement is authorized under 10 U.S.C. 2304(c)(1) and FAR 6.303-2(b)(4). The document is certified by Mina Langworthy (Requirements Generator), Julianne DeBerry (Assistant Counsel), and Arthur Wynn (Contracting Officer).

Brand Name/Sole Source Justification under $350K
PID Number: 26-SIMACQ-PHD-D30-0010
Department: D35
Company Name/Brand: Jonathan Engineered Solutions
Description of Product, Supplies or Services required to meet the agency’s needs:
Naval Surface Warfare Center Port Hueneme Division (NSWC PHD) code D35 has a requirement to procure Mechanical Slides, part number 128QD-24 and 1303420 L/R, to support the Tactical Tomahawk Weapons System (TTWCS). The mechanical slides allow hardware equipment drawers to retract for internal component maintenance and replacement within a large computer rack.
Identification of Justification Rationale:
☒ The Material or service must be compatible with aspects (Form, Fit, and Function) with existing systems presently installed.
☒ A patent, copyright, proprietary data, or licensing agreement limits competition.
☐ These are “direct replacement(s)” parts/components for existing equipment.
☐ Urgency.
Statutory Authority Permitting Other Than Full and Open Competition
10 U.S.C. 2304(c)(1) . The property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency IAW FAR 6.303-2(b)(4).
Identification of the Justification Rationale Explained:
The Navy has a critical need for a viability refresh of the TTWCS AN/SWG-5(V)2, AN/SWG- 5(V)3 and AN/SWG-5(V)4 systems due to current military threats and obsolescence issues. The AN/SWG-5(V)6 TTWCS Tomahawk Equipment Cabinet (TEC) is a major component of the TTWCS system that not only addresses obsolescence risks but improves the operability and maintainability of the TTWCS hardware to ensure operational readiness of strike capabilities for the U.S. Navy and stakeholders. The TEC is built per the specifications in Navy drawing number 8749400. All fielded weapon systems installed on a United States Navy ship must first pass Environmental Qualification Testing (EQT) in accordance with the system’s Operational Requirements Document (ORD). Once passed, the specifications and configuration of components are included in the drawing, and the fielded weapon system must be assembled to those drawing specifications without variation. In this case, the mechanical slides (Part number 128QD-24 & 1303410 L/R) manufactured by company Jonathan Engineered Solutions (JES) passed EQT in accordance with the system’s ORD and is therefore specifically identified in drawing number 8749400 as a primary component of the assembly. These JES slides are needed as part of the TEC as they allow for drawers that house hardware equipment to be retracted from the TEC allowing component maintenance and/or replacement. No other mechanical slides have passed EQT and the technical drawings do not include an alternate part number for use in the AN/SWG-5(V)6 TTWCS TEC assembly.
Specific Characteristics of the Item or Service required that Limit the Availability to a Sole Source or Brand Name:
JES confirmed that they are the sole manufacturer of the mechanical slides 128QD-24 & 1303410 L/R, hold proprietary rights to the designs of the mechanical slides, and do not have any authorized third-party distributors or resellers. Therefore, JES is the only source that can meet NSWC PHD’s needs. If NSWC PHD were to use a different source, it would incur a substantial duplication of cost of approximately $300,000 that is not expected to be recovered through competition and an unreasonable delay of approximately 1.5 years to identify and test for alternates. Such costs and delay would negatively affect operational availability and mission readiness of the TTWCS onboard U.S. Navy ships. These estimates are derived from the costs and time requirements from the initial EQT testing; this estimate includes the costs for labor, travel, non- recoverable materials, test plan development, and analysis of the results.
Market Research Conducted:
The Tactical Tomahawk Weapons Control System (TTWCS) is assembled by items specifically defined by Department of the Navy Naval Sea Systems Command Washington Navy Yard, DC 20376-7012 drawing number 8749400. Item number 68, part number 128QD-24 and item 69-part number 1303410 L/R from drawing 8749400 references the slides approved for use within TTWCS. Only items identified by official Department of the Navy Naval Sea Systems Command drawings (drawing 8749400) can be used within TTWCS. Part numbers 128QD-24 and 1303410 L/R are proprietary designs by Jonathan Engineered Solutions and no other company produces these slides.
Statement of Actions, if any to Remove Barriers to Competition in the Future:
NSWC PHD Contracts Office will continue to conduct market research as warranted to provide a broader vendor base as applicable for the types of supplies/services covered by this document. If another potential source emerges, NSWC PHD will assess whether competition for future requirements is feasible.
