About this file
This is a Recommendation for Other Than Full and Open Competition (Sole Source Justification) memorandum dated August 20, 2026, from the Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD).
The document recommends sole-source procurement of a LAM-12 5-Year Maintenance Plan for the Japan Maritime Self Defense Force (JMSDF) under contract reference 26-SIMACQ-PHD-N60-0001, with a total estimated cost of $129,609.00. The requiring activity is NSWC PHD Workforce Development (Code 1016). The LAM-12 is a commercial large articles monitor manufactured exclusively by Thermo Fisher Scientific, used for radiation control (RADCON) screening of materials on JMSDF Aegis ships destined for in-country or CONUS USN facilities. The acquisition includes maintenance of the LAM-12 monitor, along with associated ticket/label printer and barcode scanner equipment. Annual maintenance is required to verify proper equipment operation, perform calibration, and ensure radiological readings remain accurate and within permissible RADCON specifications. The justification for sole-source procurement is based on Thermo Fisher Scientific being the Original Equipment Manufacturer (OEM) with exclusive technical knowledge, expertise, and ability to maintain this sophisticated radiological equipment. Improper maintenance could result in inaccurate radiological readings, personnel health risks, or contamination costs at repair facilities. Market research confirmed that Thermo Eberline LLC/Thermo Fisher Scientific is the only vendor capable of providing the required maintenance plans. The contracting officer approved the justification on August 20, 2026, based on the determination that only one source is reasonably available to meet the government's needs.

MEMORANDUM
20 August 2026
From: N102 To: Code 027
Subj: RECOMMENDATION FOR OTHER THAN FULL AND OPEN COMPETITION
Regulatory Authority: The statutory authority permitting other than full and open competition is 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements.
Ref: (a) 26-SIMACQ-PHD- N60-0001 (LAM-12 5-Year Maintenance Plan)
1. It is recommended that other than full and open competition (sole source) be used to acquire reference (a), LAM-12 5-Year Maintenance Plan. The total estimated cost is $129,609.00. The requested service represents the minimum requirements of the government.
2. The requiring agency is the Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD), Workforce Development (Code 1016). The LAM-12 is the brand name exclusively used by the manufacturer Thermo Fisher Scientific. The LAM-12 is a commercial item that is available for purchase by any entity, including government, non-government and foreign organizations. The LAM-12 is a commercial large articles monitor needed for Radiation Control (RADCON) of all materials installed on JMSDF Aegis ships that will be shipped to in-country or CONUS USN facilities. LAM-12 large article monitors scans larger-sized articles for gamma emitting radionuclides. In addition to the LAM-12 JMSDF also requires a ticket/label printer for LAM-12 and a barcode scanner for LAM-12.
The LAM-12 requires maintenance to verify proper operation and is done annually to ensure final radiological readings are as accurate as possible, and any possible down time can be mitigated to short timeframes. Maintenance verifies that parts within the equipment are operating properly within specification and include calibration, so parts being screened and returned will be within permissible RADCON specification.
Thermo Fisher Scientific is the Original Equipment Manufacturer (OEM) of the LAM-12 procured for the Japan Maritime Self Defense Force (JMSDF), therefore has all the required technical information on the equipment. Due to the sophisticated nature of the equipment and the importance of correct operation to support RADCON screening, it is imperative that the OEM perform the maintenance on this equipment, since they have the expert knowledge, skills, and ability to troubleshoot and maintain it.
The parts being screened prior to return will pass through the USN Supply System to a repair vendor and later could possibly end up in the supply system. If the correct maintenance and/or repair is not performed it could result in radiological misreadings, which could lead to personnel health issues and/or extensive cost for cleanup at the repair vendors if the parts are returned to the US contaminated.
3. Market research was conducted and confirmed Thermo Eberline LLC/Thermo Fisher Scientific is the only vendor that can provide the required maintenance plans. No other brand or source can meet the Government’s need.
