About this file
This is a Justification and Approval (J&A) document for use of other than full and open competition issued by the Naval Surface Warfare Center, Port Hueneme Division.
The Naval Surface Warfare Center seeks to award a single firm-fixed-price contract to Altinex for 281 Altinex brand Video Scaler cards (Part Number MT306-502) in support of the AEGIS Video Distribution System Tech Refresh (SCD 29443). The video scaler cards provide full functionality to enable switching from multiple incoming video signals across various workspaces. The estimated total contract value is $461,304.12, funded across fiscal years 2026-2028 with Other Procurement, Navy funds: 53 units in FY26 ($81,879.37), 114 units in FY27 ($189,712.38), and 114 units in FY28 ($189,712.38). The procurement is restricted to Altinex as the original equipment manufacturer because the MT306-502 video scaler card is the only unit that has successfully completed Environmental Qualification Testing (EQT) and is authorized for immediate use on this project. The Technical Warrant Holder has formally extended authorization for use of these EQT-approved parts. Procuring alternative parts would necessitate a new EQT cycle, delaying the project schedule by up to two years and incurring approximately $200,000 in additional duplicative testing costs. The Altinex card is also the only component that provides proper form, fit, and function compatibility within the available space in the video distribution cabinet and connector configuration without requiring ship-wide data configuration updates. Statutory authority for this single-source procurement is 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1. Market research confirmed Altinex as the only identified source for required EQT-approved components, with mandatory sources and MILSTRIP deemed infeasible.

JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity.
Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD).
2. Description of the Action Being Approved.
Award of a single firm-fixed-price contract on a on the basis of other than full and open competition as a Brand Name requirement for Altinex, the Original Equipment Manufacturer (OEM) of the Altinex brand EQT tested video scaler cards needed in support of Video Distribution System Tech Refresh (SCD 29443) requirements located at Naval Surface Warfare Center, Port Hueneme Division.
3. Description of Supplies/Services.
The Altinex brand Video Scaler cards will be used by US Navy end users in support of AEGIS Video Distribution System (SCD 29443). Product provides full functionality to the AEGIS video distribution system and allows switching from multiple incoming video signals from various workspaces. The certifying technical and requirements personnel have verified the government’s minimum needs. Based on the bracket below the estimated cost of $461,304.12 will be required for base year and subsequent option years and will be funded by fiscal year (FY) 2026 to FY28 Other Procurement, Navy funds.
Altinex Video Scaler Cards
FY Funding Type Total
53 Video Scalers FY26 OPN $81,879.37 114 Video Scalers FY27 OPN $189,712.38 114 Video Scalers FY28 OPN $189,712.38 Total – 281 Video Scalers Base + 2 OY $461,304.12
4. Statutory Authority Permitting Other Than Full and Open Competition.
10 U.S.C. 3204(a)(1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority.
The statutory authority permitting other than full and open competition applies because procuring alternative parts would result in unacceptable mission delays and a substantial duplication of cost of approximately $200,000.00 to the Government that cannot be recovered through competition. Only the video scaler card (Part Number: MT306-502) from Altinex successfully completed Environmental Qualification Testing (EQT) for prior projects, and the Technical Warrant Holder has formally extended this authorization for immediate use on SCD 29443. Utilizing any alternative parts would mandate initiating a new EQT cycle. This redundant testing process is estimated to delay the project schedule by up to two years and would incur significant, unbudgeted testing costs. Therefore, to meet critical schedule requirements and avoid duplicative expenditures, this procurement must be restricted to the specified EQT-approved parts which are from Altinex.
This specific item is the only unit available that will fit as a form, fit, function component in the available space within the video distribution cabinet. Additionally, the connector configuration on the circuit cards is the only available option without updating the ship wide data configuration. This will also keep technical manuals relevant with the current design and part numbers. This will also mitigate the need for further training for the ship’s force personnel. Failure to not have these units will result in work stoppage, program slippage, significant delays in Fleet Engineering/Technical support, but more importantly, it will jeopardize the availability to perform NAVSEA mission requirements.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
Market research was conducted to determine whether any other source could provide the required existing EQT-approved Frontier configuration or otherwise satisfy the Government’s minimum need without requalification, redesign, and associated logistics impacts. The research confirmed that Frontier Electronic Systems is the OEM and only identified source for the required EQT-approved components. Specific efforts to identify additional responsible sources included: Mandatory Sources: Mandatory sources including UNICOR, AbilityOne, National Industries for the Blind (NIB), and GSA Advantage were reviewed; all yielded "no bid" responses. MILSTRIP was deemed unfeasible due to lead times of over two years.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition.
NSWC PHD Contracts Office will continue to conduct market research as warranted to provide a broader vendor base as applicable for the types of supplies/services covered by this document. If another potential source emerges, NSWC PHD will assess whether competition for future requirements is feasible.
