About this file
This is a Statement of Work for the manufacture of Rev D Stud Flanges supporting the NATO SEASPARROW program. The Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) requires contractors to manufacture precision stud flanges (Part Number 2890608-2) used in flanged connections for NATO Sea Sparrow launcher upgrades. All manufacturing and testing must comply strictly with Drawing 2890608 Rev D.
The contract includes two phases contingent on First Article Testing (FAT) requirements. For new contractors, two FAT units must be delivered within 30 days of order receipt, accompanied by an internal test report submitted within 14 days of prototype completion. If FAT units fail testing, the contractor must provide replacement parts at no cost. Upon written Government approval of FAT, contractors must deliver 184 production units within 70 days. Previously qualified manufacturers may have the FAT requirement waived, in which case all 186 production units must be delivered as a single shipment within 70 days of order receipt. All units must conform 100 percent to drawing specifications, dimensions, and tolerances. Contractors must fabricate custom transportation fixtures and crates, with all shipping costs included in their quote on an FOB Destination basis. Deliverables ship to Naval Surface Warfare Center, Port Hueneme Division, 4363 Missile Way, Building 1387, Port Hueneme, California 93043-4307. Contractors must participate in a post-award kickoff meeting within 10 business days of award and support intermittent project status reviews at the Government's discretion.
