1. INTRODUCTION

Naval Surface Warfare Center Port Hueneme Division requires manufacture and installation of control interfaces for the column restraint adapters for a Missile Test Cell located in Kyoto, Japan.

2. OBJECTIVE

The objective of this contract is to provide Manufacture and installation of the Control Console including all electrical cabling necessary for detecting proper PIN/SOCKET alignment and providing GREEN/RED indicator lights for go/no-go condition respectively; Two (2) push buttons to send ENGAGE/DISENGAGE control signals to the solenoid valves in the pneumatic actuators.

3. SCOPE OF WORK

The scope of work under this contract includes the following:

· 3.1 management, co-ordination and oversight of the contractor:

· 3.2. threat and risk assessment:

· 3.2.1 statement of sensitivity;

· 3.2.2 threat assessment;

· 3.2.3 non-technical vulnerability assessment;

· 3.2.4 risk assessment; and

· 3.2.5 recommendations for risk mitigation.

4. SERVICES REQUIRED

The resources listed below will provide the following services

6. DELIVERABLES

The Contractor shall provide a control console, including all electrical cabling necessary for detection of proper PIN/SOCKET alignment and providing GREEN/RED indicator lights for go/no go condition respectively; two (2) pushbuttons to send ENGAGE/DISENGAGE control signals to the solenoid valves in the pneumatic actuators.

The Column Restraint Adapters require the following control interfaces:

· Supply of compressed air (provided by the facility)

· Supply of electrical power (provided by the facility

· Control Console, provided by successful awardee of this solicitation.

Awardee shall use existing drawings from Wright Industries (no the Doerfer Company) as a baseline for their own design of the control system. The system will be a simplified version of that shown on Wright’s drawings since the controls for the Automated Guidance Vehicle (AGV) and the test Sled are not required for the M-ILMF installation.

· Monthly Progress Reports must include the following information:

· 6.1.1 all significant activities performed during the period covered by the progress report;

· 6.1.2 status of all action/decision items originating from each task, as well as a list of outstanding activities and the expected completion date;

· 6.1.3 a description of any issues or problems encountered which are likely to require attention by the Technical Authority;

· 6.1.4 recommendations relating to the conduct of the work, if applicable;

· 6.2 the initial and regularly updated Project Plan;

· 6.3 draft and final copies of technical documentation

· 6.4 managerial reports.

7. FORMAT OF DELIVERABLES

· 7.1 Protected A, B and Secret documents must include one hard copy and one copy in electronic format (on CD or DVD) and shall be hand delivered to the Technical Authority; unclassified documents must be delivered as e-mail attachments.

· 7.2 Monthly Progress Reports must be attached to each Progress claim and submitted to the Technical Authority by email.

· 7.3 Deliverables must be in Microsoft Word version 2000 or newer.

10. LOCATION OF WORK

Manufacturing will be performed at the contractor's facilities. Once Completed the Control System will be delivered to EZRig corporation in Ventura California, to be packaged with other components to be shipped to the worksite for installation.

Installation will occur at the Japanese Maritime Self Defense Force (JMSDF) Missile Intermediate-Level Maintenance Facility (M-ILMF) in Maizuru, Japan

CONTROL SYSTEM DESIGN AND INSTALLATION –

· Reference Drawing: Item No.5

· Recommend using as BASELINE drawing for design (provided by WRIGHT INDUSTRIES)

· Awardee to modify drawing to delete portions applicable to the Autonomous Vehicle Vehicles (AGV) and the Missile’s Test Sled, and to keep only the portions applicable to the CR Adapters (i.e., Pneumatic Clamps)

· Awardee to fabricate a Control Console (installed within MTC1) to include interfaces to perform the following:

· Detect and indicate PIN-to-SOCKET proper alignment (performed by CR Adapter’s Photo Sensors). This can be accomplished by using green/red LIGHTS for a go/no-go condition, respectively.

· Engage/disengage SOCKETS and PINS (performed by the CR Adapter’s pneumatic actuators). This can be accomplished by using green/red PUSH-BUTTONS for a go/no-go condition, respectively. The actuators’ limit switches need to be monitored during extend/retract operations.

· Awardee to assist during the onsite installation at M-ILMF to monitor the following:

· Connection of the Control Console to the facility-provided Electrical Power Receptacle, including connections to the Power Supply, Photo Sensors, Limit Switches and Pneumatic Actuators’ Solenoid Valves

· Connection of the Pneumatic Actuators to the facility-provided Compressed Air Drop

· Ensure satisfactory performance of the completed Control System after installation image1.gif
