Description of Product, Supplies or Services required to meet the agency’s needs:
Naval Surface Warfare Center Port Hueneme Division (NSWC PHD) requires a sole source contract under FAR part 13 to Doerfer (parent company to Wright Industries) to fabricate a non-commercial Control Console to be installed within Missile Test Cell 1 at Japan Self Defense Force (JMSDF) facility in Maizuru, Japan to include interfaces to perform the following:
a. Detect and indicate PIN-to-SOCKET proper alignment (performed by CR Adapter’s Photo Sensors). This can be accomplished by using green/red LIGHTS for a go/no-go condition, respectively.
b. Engage/disengage SOCKETS and PINS (performed by the CR Adapter’s pneumatic actuators). This can be accomplished by using green/red PUSH-BUTTONS for a go/no-go condition, respectively. The actuators’ limit switches need to be monitored during extend/retract operations.
Identification of Justification Rationale:

Statutory Authority Permitting Other Than Full and Open Competition
10 U.S.C. 3204(a)(1). Only one responsible source and no other supplies or services will satisfy agency requirements. IAW FAR 6.303-2(b)(4).

The requirements to (a.) Detect and indicate PIN-to-SOCKET proper alignment (performed by CR Adapter’s Photo Sensors); and (b) Engage/disengage SOCKETS and PINS (performed by the CR Adapter’s pneumatic actuators), are not commercially available. In fact, the unique MTC being built for his for the FMS partner is proprietary and only compatible with Wright Industries’ Control Console. Originally, Wright Industries (now wholly owned by Doerfer) and
Raytheon fabricated a Control Console to be compatible with and installed within the original MTC1. The drawings for this Control Console are proprietary to both Wright Industries and Raytheon and have not been licensed and/or sold to third-party distributors or manufacturers that could build and/or resell this Control Console to the Government. Thus, Doerfer, that owns Wright Industries’, is the only company that can provide and install the proprietary control console while assisting and monitoring the connection of its proprietary control console to the facility-provided Electrical Power Receptacle, including connections to the power supply, photo sensors, limit switches and pneumatic actuator’s solenoid valves; connection of the pneumatic actuators to the facility provided compressed air drop; And ensuring satisfactory performance of the completed Control System after installation.
Specific Characteristics of the Item or Service required that Limit the Availability to a Sole Source or Brand Name: **This is the most important section. Explain in detail why this company or brand are the only ones that can meet the requirement.
As stated above, Wright Industries, a Doerfer Company, owns the proprietary rights to its design for the Control Console that is solely compatible with, and required for, the MTC. Since this design is not commercially available and since there are no alternatives available commercially or otherwise that are compatible with MTC, the use of another source would result in an unreasonable delay and a substantial duplication of cost that is not expected to be recovered through competition. Specifically, as this item is not commercially available, the Government would need to negotiate the rights to the proprietary drawings which could take months and delay the ability to manufacture and delivery the Control Console prior to the September 2026 shipment date. Additionally, the Government would need to procure the rights to the proprietary drawings which would at least double the cost of this procurement since the Government would need to purchase both the rights and then the Control Console’s manufacture, delivery, and install as well.
Market Research Conducted:
We asked TRIO Industries, Raytheon Missile Systems and Picatinny Machine shop if they could build this item for us and all three declined stating that it was not in their area of expertise.
According to our market research, the required control console is not commercially available.
Statement of Actions, if any to Remove Barriers to Competition in the Future:
NSWC PHD Contracts Office will continue to conduct market research as warranted to provide a broader vendor base as applicable for the types of supplies/services covered by this document. If another potential source emerges, NSWC PHD will assess whether competition for future requirements is feasible.
