About this file
This is a Brand Name/Sole Source Justification document for a federal procurement under $350,000 issued by the Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD), Department D60, PID Number 26-SIMACQ-D60-0001.
NSWC PHD requires the purchase of authentic TIMKEN/FAFNIR duplex bearings for MK160 Gun Weapon Systems aboard U.S. Navy ships. The specific products are: (1) Bearing 2MM9116WICRDUL—40 sets of duplex pairs filled with Micropoly MPI-0779 with special fill and carving, one bearing filled per set; (2) Bearing 2MM9121WICRDUL—20 sets with identical specifications; and (3) Bearing 2MM9126WICRDUL—20 sets with identical specifications. The justification for sole-source procurement cites these as direct replacement parts for existing equipment under 10 U.S.C. 2304(c)(1) and FAR 6.303-2(b)(4). TIMKEN bearings are the only brand capable of effectively interfacing with Optical director azimuth and elevation drive assemblies; the assemblies were specifically designed to the 0.34-inch size diameter to accommodate TIMKEN bearings with duplex sets and polymetric-filled interiors. Substituting alternative bearing brands would require complete redesign of the Optical Sight equipment, first-article testing at L3 Harris Land Based Test Site, engineering change proposals, and rewriting support documentation—resulting in approximately $8,000,000 in duplication costs and a 2-year delay that would impact fleet modernization and critical naval operations including safety of navigation, gunnery events, and self-defense capabilities. Market research included Government Sources (Haystack and FEDMALL), GSA Advantage, and direct outreach to the OEM; a sources sought posted to SAM.gov from March 17-24, 2026 yielded one non-qualifying response from a non-authorized distributor. The justification is certified by Technical Cognizance (Richard Underwood, Electronics Technician, D55), Legal Counsel (Julianne Surane, Assistant Counsel), and Contracting Officer Arthur Wynn.

Identification of Justification Rationale:
☐ The Material or service must be compatible with aspects (Form, Fit, and Function) with existing systems presently installed.
☐ A patent, copyright, proprietary data, or licensing agreement limits competition.
☒ These are “direct replacement(s)” parts/components for existing equipment.
☐ Urgency.
Statutory Authority Permitting Other Than Full and Open Competition
10 U.S.C. 2304(c)(1). The property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency: IAW FAR 6.303-2(b)(4).
Identification of the Justification Rationale Explained: **If using form, fit, and function, describe the current equipment and how the new item/service must coordinate or interface.
**If using patent, copyright, proprietary data, describe the proprietary data. **If using direct replacement, describe this below.
TIMKEN Duplex bearings are a necessary hardware component for MK160 Gun Weapon Systems. These TIMKEN bearings are currently in use aboard U.S. Navy ships and are an approved item listed on the Source Drawing 071467_B, since this brand of bearings meets the unique shipboard operational requirements in accordance with MILSTD-130. Specifically, TIMKEN bearings are the only brand of bearings that can effectively interface with Optical director azimuth and elevation drive assemblies and work efficiently with the ships’ Optical Sight director and Electro Optical Sight director. In fact, the Optical Sight Directors were designed to 0.34-inch size diameter to specifically meet the size of a TIMKEN bearing with a Duplex set and POLYMETRIC filled interior in order to be sealed and not allow contaminants into the electrical portion of the director. The TIMKEN bearings movement resistance was tested in order to determine foot-pounds of pressure from azimuth and elevation drive motors to meet resolver speed changes and input for speed control, all the while maintaining a seal while in Motion.
Therefore, since any newly procured materials must be approved items listed on the configuration in order to maintain continuity of hardware equipment capabilities during overhaul and refurbishment of material and since the TIMKEN bearings are the only brand of bearing that can effectively interface with Optical director assemblies, the TIMKEN brand is the only brand that can meet NSWC PHD’s requirements.
Specific Characteristics of the Item or Service required that Limit the Availability to a Sole Source or Brand Name: **This is the most important section. Explain in detail why this company or brand are the only ones that can meet the requirement.
TIMKEN brand DUPLEX POLYMETRIC bearings were chosen and tested during environmental testing and development and were approved to be used by Source Document 071467 meeting the unique requirements to operate in a shipborne environment and maintain a seal and actively function at required speeds and torque drive specifications. Based on this testing and approval, documentation and maintenance procedures were created to use these specific bearings when replacing lower than the Lowest Replaceable Unit (LRU) during overhaul and refurbishment. Therefore, a change in brand of Duplex bearing sets would not only require a change to the Source Document 071467 drawing but also to the entire line of support documentation. Further, since the OEM of TIMKEN’s bearings are the sole source for the Optical Sights, the OEM will only authorize the use of TIMKEN branded bearings during overhaul and refurbishment procured directly through itself or one of its authorized vendors. In other words, using another brand of bearings would result in the OEM removing the unauthorized bearing sets, replacing them with TIMKEN branded bearing sets to ensure the bearings and Optical Sights effectively interface, and charging the Navy for the replacement costs.
Therefore, to avoid this recurring duplication of cost, NSWC PHD would need to change the Optical Sight manufacture or bearing model which would require a complete redesign of the OE to ensure it works with the different azimuth and elevation drive assemblies for MK85 and MK 87 directors. Specifically, utilizing a new brand of duplex bearings would require ordering a first article unit, testing the new unit with the LRU at L3 Harris Land Based Test Site, rewriting/reworking the Engineering Change Proposal (ECP) and then ordering the new parts.
This entire process would result in a substantial duplication of cost of $8,000,000 that will not be recovered through competition. It would also result in a substantial delay in the overhaul and refurbishment process of approximately 2 years. This 2-year delay is unreasonable as it would impact fleet installation and modernization schedules since without these duplex bearings, the fleet cannot perform necessary safety of navigation, live gunnery events, self-defense, target identification, target tracking, battle damage assessment, and NAVAL SURFACE FIRE SUPPORT. This would affect US Navy (SUW) Surface warfare, (AWS) Air warfare, (SUB) Subsurface warfare areas.
Market Research Conducted:
The TIMKEN bearings stated above are branded either TIMKEN and/or Fafnir. Fafnir is wholly owned by the Timken Company and are considered “TIMKEN bearings”; however, these bearings are still sometimes marketed under the Fafnir brand.
Our market research started with Government Sources: Haystack and FEDMALL. We then checked GSA Advantage for pricing and availability of each item. We then requested information from the OEM of the bearings, TIMKEN/FAFNIR. The “potential” for 5-year warranty expiration exist and the desire for OEM to manufacture at time of purchase is priority as that will start the timer for warranty. 2MM9126WICRDUL/NSN 3110-01-440-

Contract specialist posted a sources sought to SAM.gov from 03/17/2026 through 03/24/2026 and received one response, however they were determined to be not acceptable as they were not an authorized distributor for TIMKEN. Since three quotes from outside vendors is the normal requirement, we reached out via email and phone calls.
Statement of Actions, if any to Remove Barriers to Competition in the Future:
NSWC PHD Contracts Office will continue to conduct market research as warranted to provide a broader vendor base as applicable for the types of supplies/services covered by this document. If another potential source emerges, NSWC PHD will assess whether competition for future requirements is feasible.
