About this file

This is a Brand Name/Sole Source Justification document under $350K for a non-competitive procurement.

The Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) is procuring Trellix Endpoint Security Solutions (ESS) ePolicy Orchestrator (ePO) software licenses for anti-virus and threat monitoring to support the Zumwalt Total Ship Computing Environment (TSCE). The procurement justification cites three primary rationales: form, fit, and function compatibility with existing systems; intellectual property rights and licensing restrictions; and direct replacement requirements. The statutory authority permitting non-competitive procedures is 10 U.S.C. 3204(a)(1), citing only one responsible source available to meet agency requirements.

NSWC PHD maintains that Trellix ePO is the sole solution because any alternative anti-virus and threat monitoring software would trigger a redesign and recertification of the TSCE design, requiring a full review of the Risk Management Framework and Authority to Operate. The justification estimates this redesign effort would cost upwards of $1 million and delay implementation approximately one year due to engineering labor, integration testing, verification, and training requirements. Trellix software is available through the DOD Enterprise Software Initiative (ESI), a mandatory Navy sourcing vehicle, with multiple authorized distributors including Paragon Micro, Inc., Augustshell, FedBiz IT Solution, Federal Resources Corporation, and Carahsoft Technology Corp. The document includes technical, legal, and contracting officer certifications as of May 2026.

Brand Name/Sole Source Justification under $350K

PID Number: N63394-26-SIMACQ-PHD-D40-0008

Department: D40

Company Name/Brand: Trellix

Description of Product, Supplies or Services required to meet the agency’s needs:

Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) is procuring Trellix Endpoint Security Solutions (ESS) ePolicy Orchestrator (ePO) used for anti-virus and threat monitoring increasing the security posture of Zumwalt Total Ship Computing Environment (TSCE.

Identification of Justification Rationale:

☒ The Material or service must be compatible with aspects (Form, Fit, and Function) with existing systems presently installed.

☒ A patent, copyright, proprietary data, or licensing agreement limits competition.

☒ These are “direct replacement(s)” parts/components for existing equipment.

☐ Urgency.

Statutory Authority Permitting Other Than Full and Open Competition

10 U.S.C. 3204(a)(1) -Use of procedures other than competitive procedures, as implemented by FAR 6.103-1- Only one responsible source and no other supplies or services will satisfy agency requirements.

Identification of the Justification Rationale Explained: **If using form, fit, and function, describe the current equipment and how the new item/service must coordinate or interface. **If using patent, copyright, proprietary data, describe the proprietary data. **If using direct replacement, describe this below.

NSWC PHD has been tasked to support the Zumwalt program. Software licenses for Trellix Endpoint Security Solutions (ESS) ePolicy Orchestrator (ePO) are being procured to maintain software currently in use. SECNAVINST 5230.15 ref (d) states that any software being fielded, must maintain vendor support.

PHD currently uses Trellix ePO Anti-Virus software licenses to support Zumwalt Total Ship Computing Environment (TSCE), which requires specific configuration. Trellix DoD ESS Endpoint Security Suite is a unified one-year endpoint security capability for enterprise and military customers that provides anti-virus and threat monitoring functions. It is comprised of the DoDs endpoint security baseline, which will support up to 123 Nodes or Servers.

Trellix is a proprietary product, and only authorized vendors can provide these services for Trellix.

Trellix licenses are considered intellectual property rights and copyrights belong to Trellix as per the vendor’s website, https://www.trellix.com/assets/legal/trellix-eula.pdf.

Department of Defense (DoD) Enterprise Software Initiative (ESI) specifies multiple vendors are available.

The System Integrator has selected Trellix software for anti-virus and threat monitoring functions. DOD Enterprise Software Initiative (ESI) specifies multiple vendors are available. If we use another brand of product to provide a similar anti-virus and threat monitoring solution, it will require https://www.trellix.com/assets/legal/trellix-eula.pdf redesign/recertification of the design of the Zumwalt Total Shipboard Computing Environment (TSCE) and result in substantial duplication of cost that is not expected to be recovered through competition.

The delay would cause impact to the overall internal security posture and jeopardize the integrity of the customer’s systems.

Specific Characteristics of the Item or Service required that Limit the Availability to a Sole Source or Brand Name: **This is the most important section. Explain in detail why this company or brand are the only ones that can meet the requirement.

The Trellix brand of ePO Anti-Virus software licenses is the only brand that can meet our needs.

If we use another brand to provide a similar anti-virus and threat monitoring solution, it will require redesign/recertification of the design of the Zumwalt TSCE because any software change would trigger a review of the Risk Management Framework and Authority To Operate, as it will no longer match the authorized configuration as defined by the Installation Design Plan. This redesign of the Zumwalt TSCE would result in substantial duplication of cost and redesign efforts with a rough estimate of upwards of $1 million dollars that is not expected to be recovered through competition. This estimate is based on the effort required to identify, test, configure, and install a new alternative software for the ship class. The delay would cause impact to the overall internal security posture and jeopardize the integrity of the customer’s systems.

Additionally, the use of a different software, would result in an delay of approximately 1 year based on the amount of time required for engineering labor, integration test and verification, and training to migrate the current software build environment to a new software.

Market Research Conducted:

Trellix software is available under the DOD Enterprise Software Initiative (ESI), which is a mandatory source for the Navy as referenced in “DON CIO-ASN FMC-ASN RDA Joint Memo - 22 Feb 2012 - Mandatory Use of DON Enterprise Licensing Agreements”. There are multiple vendors available under this Enterprise Agreement. They are Paragon Micro, Inc., Augustshell, FedBiz IT Solution, Federal Resources Corporation and Carahsoft Technology Corp.

Statement of Actions, if any to Remove Barriers to Competition in the Future:

NSWC PHD Contracts Office will continue to conduct market research as warranted to provide a broader vendor base as applicable for the types of supplies/services covered by this document. If another potential source emerges, NSWC PHD will assess whether competition for future requirements is feasible.
