Sole Source Justification under $250K
This is a Sole Source Justification document for procurement PID 25-SIMACQ-E20-0004 submitted by the Naval Surface Warfare Center Port Hueneme Division, Department D41 Software Engineering. The procurement involves acquiring the AdaCore Compiler, software that translates source code to machine language for a classified program system. The justification rationale centers on form, fit, and function compatibility with existing systems, specifically the integration requirement with Wind River VxWorks Real-Time Operating System to compile Ada code. The procurement is valued over a redacted threshold and includes options, with AdaCore identified as the sole source supplier having no authorized resellers for requirements with options.
The justification explains that the current AdaCore Compiler is outdated and no longer vendor-supported, necessitating an upgrade to meet Risk Management Framework cybersecurity requirements for Authority to Operate approval before installation into the Fleet. Switching to an alternative compiler would result in substantial duplication costs of approximately $500,000 and an estimated 16-month delay due to required Factory Qualification Testing, Combat System Integration Testing, Combat Certification Panel review, and Weapon System Explosive Safety Review Board certification. Market research was conducted through GSA Advantage, UNICOM, DoD ESI, and Ability One, along with a sources sought posting on SAM.gov from March 26 to April 7, 2025, yielding one vendor response. The document is certified by Technical Cognizance, Legal Counsel, and Contracting Officer Brian Carpenter (0271), dated April 8, 2025, under statutory authority 10 U.S.C. 3204(a)(1) and FAR 6.303-2(b)(4).

Sole Source Justification under $250K
PID Number: 25-SIMACQ-E20-0004
Department: D41 Software Engineering
Company Name/Brand: AdaCore
Description of Product, Supplies or Services required to meet the agency’s needs:
Naval Surface Warfare Center Port Hueneme Division has a requirement to procure AdaCore Compiler which is software that translates (compiles) source code to machine language for the program.
Identification of Justification Rationale:
The Material or service must be compatible with aspects (Form, Fit, and Function) with existing systems presently installed.
A patent, copyright, proprietary data, or licensing agreement limits competition.
These are “direct replacement(s)” parts/components for existing equipment.
Urgency.
Statutory Authority Permitting Other Than Full and Open Competition
10 U.S.C. 3204(a)(1). The property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency; IAW FAR 6.303-2(b)(4).
Identification of the Justification Rationale Explained:
The system must have an approved Authority to Operate (ATO) that comes from the Risk Management Framework (RMF) in order to be installed into the Fleet. As part of this cyber security requirement, the system requires up-to-date vendor supported compilers such as the AdaCore Compiler. Since the current AdaCore Compiler is out of date and no longer supported by the vendor, we require an upgraded compiler from the Original Equipment Manufacturer, AdaCore.
This AdaCore Compiler integrates with the Wind River (VxWorks Real-Time Operation System [RTOS]) to compile the Ada code for the This Ada code is part of the software that makes up the system. Without the AdaCore compiler, it is impossible to compile the Ada code written by the Design Agent and SSA to deliver the software used by the Fleet.
The code (when compiled) controls the system, supplies the operator with Performance Monitoring, interfaces with the External Control System, and maintenance. A third party cannot produce this code without clearance or a need-to-know.
AdaCore is the sole supplier and has no distribution channels from which to procure the software as the procurement includes options and is valued over . AdaCore has provided statements that there are no authorized resellers for requirements with options, and any procurement valued over
