About this file

This is an exhibit document for Collier County's sealed bid solicitation (Bid No. 26-8627) for the Northeast Water Reclamation Facility Deep Injection Well Equipping and Conveyance project. The exhibit contains site and electrical room panel pictures illustrating key infrastructure components, including Panel DP1 and Panel DP2 (Plant PLC Control Panels), two Deep Injection Wells (DIW 1 and DIW 2), monitoring well equipment, annulus pressure tanks, and nitrogen cylinders. The project scope encompasses the furnishing of all labor, materials, equipment, and incidentals necessary to construct a comprehensive deep injection well system with associated conveyance infrastructure, including two deep injection wells, one dual-zone monitoring well, approximately 3,800 linear feet of 36-inch and 24-inch diameter piping, sump pumps, sample pumps, pressure tanks, control panels, and a complete instrumentation and control system. A non-mandatory pre-bid meeting is scheduled for January 13, 2026, at 2:00 p.m. at the Collier County Procurement Services Division in Naples, Florida, with sealed bids due electronically by February 12, 2026, at 3:00 p.m. local time. The successful bidder must substantially complete all work within 425 calendar days from the Notice to Proceed.

The anticipated project budget is $7,184,000, with a $600,000 Owner's Allowance reserved for unforeseen conditions or additional work through formal Change Orders. Bidders must submit a certified bid bond equal to five percent of the total bid amount and provide Payment and Performance Bonds covering 100 percent of the contract value through a licensed Florida surety. Liquidated damages of $2,535.53 per calendar day will apply if substantial completion is not achieved within the specified timeframe. Bidders must demonstrate qualification through five project references completed within the last five years, current Florida contractor's licenses, E-Verify enrollment, and appropriate insurance certifications. Work is limited to 7:00 a.m. to 7:00 p.m., Monday through Friday, unless otherwise specified. No specific set-aside designations for disadvantaged enterprises are mentioned, and no incumbent vendors or existing technology integration requirements are identified.
